Reports to: CEO

We serve a diverse group of institutional customers such as public transit agencies, governmental entities, school districts, health care providers, and social service agencies, as well as private customers. We provide a wide array of transportation products, including paratransit, fixed route, shuttle, charter services, and ADA eligibility assessments.

Position Summary

The Regional Safety Manager oversees all aspects of safety, risk management, and compliance across multiple transit divisions. This role ensures that all fixed-route, shuttle, and paratransit operations meet or exceed local, state, and federal safety standards, including DOT, OSHA, FTA, and client-specific contract requirements. The Regional Safety Manager partners with operations leadership to promote a strong safety culture, reduce preventable incidents, and maintain the highest level of safety performance among all employees and operators.

Key Responsibilities:

Safety Oversight & Compliance

  • Administer and enforce company safety policies, procedures, and regulatory requirements.
  • Conduct field safety inspections, route ride-alongs, and facility audits.
  • Monitor driver qualification files, drug & alcohol testing compliance, and vehicle inspection logs.
  • Lead accident/incident investigations and ensure corrective actions are implemented.
  • Maintain safety documentation including OSHA logs, accident summaries, and training records.

Training & Development

  • Deliver and oversee safety and compliance training (e.g., defensive driving, passenger assistance, wheelchair securement).
  • Provide refresher training and coaching for operators, dispatchers, and supervisors.
  • Support onboarding and ensure completion of required certifications and safety modules.
  • Coordinate with site managers to ensure training materials meet contract and regulatory standards.

Risk Management & Reporting

 

  • Analyze incident data and safety KPIs (AFR, preventable accident rates, injury frequency).
  • Develop and implement regional safety improvement plans.
  • Partner with insurance and claims teams to review accident claims and reduce loss exposure.
  • Prepare monthly safety reports and participate in quarterly safety committee meetings.

Leadership & Culture Building

  • Promote a proactive Safety-First culture across all levels of the organization.
  • Serve as the point of contact for safety communications with clients and regulatory agencies.
  • Partner with Maintenance and Dispatch to ensure vehicles are safe and service-ready.
  • Lead post-incident reviews, coaching sessions, and disciplinary follow-up.
  • Recognize and reward safe performance through awards and engagement initiatives.

Qualifications

Education & Certifications

  • Bachelor's degree in Safety, Transportation Management, Risk Management, or related field preferred.
  • Certifications such as OSHA 30-Hour, Smith System, or Transit Safety and Security Program (TSSP) preferred.

Experience & Skills

  • Minimum 5 years of safety management experience in transit or transportation (fixed-route, shuttle, or paratransit preferred).
  • Strong knowledge of DOT, FTA, OSHA, and state PUC safety regulations.
  • Experience in investigations, audits, and safety training.
  • Strong leadership and communication skills.
  • Proficiency in safety data reporting and analytics.
  • Ability to travel regionally (up to 50%).

Working Conditions:

  • Must be able to move throughout office and facility environments.
  • Must be able to drive company or personal vehicle for field investigations and site visits.
