EHS Manager

Summary:

Applicant must possess a Bachelor’s Degree in science or any combination of sciences directly related to environmental health. Must be a California Registered Environmental Health Specialist/Registered Environmental Health Specialist through the National Environmental Health Association or must be eligible to be California Registered Environmental Health Specialist or Registered Environmental Health specialist through the National Environmental Health Association must pursue registration within one year. Minimum of one-year supervisory experience in an area related to the major duties of the position with a minimum of three years of specialized experience related to the duties of the position. Must have or willing to obtain current BLS Certification from the American Heart Association or Red Cross prior to orientation. Must possess a valid California Driver’s License with a safe driving record, DMV record required. The Environmental Health Services Manager has the administrative and supervisory responsibility for the overall management of the EHS department in addition to the development and implementation of environmental health services for all RSBCIHI clinics and Native Americans living in the scattered towns, communities and rural areas of Riverside and San Bernardino County.  This requires the ability to perform surveys and evaluations and have a good understanding of the purposes and requirements of a total environmental health program.  Must be able to adapt accepted environmental health methods and plan to meet situations that may arise. Must be able to work with the Indian Community and be sensitive to the Indian culture and its needs.

Major Duties and Responsibilities:

• Evaluates data and recommends priorities, plans, and conducts a comprehensive environmental health activity program. Promotes an understanding of acceptable environmental health practices, utilization of facilities, recognizes deficiencies, provides information guidance, and assistance to Native American communities, families, and individuals regarding availability and utilization of public funds for providing community and individual sanitation facilities.
• Establishes methods, procedures, and techniques for obtaining up-to-date information on environmental health problems of the service areas. Plans and coordinates solutions to overall environmental health problems of the service area. Plans and coordinates overall environmental health activities in terms of personnel material and funds required to carry out an effective program including acquisition and assessment of data, determination of needs, evaluation as to priority of needs and the continual improvement and upgrading of environmental conditions.
• Responsible for all components of Environmental Health duties to include staffing, scheduling, interviewing, coordinate training, planning, assigning, and directing work.
• Monitors performance for compliance with program policy and procedures, including time and attendance.
• Monitors compliance with quality management standards of all Environmental staff.
• Supervises environmental health personnel in activities such as environmental health surveys, community surveys, attendance and participation at meetings, participation in workshops, training activities, in-service training, etc. Provides technical supervision and instruction as required depending on the nature of the assignments and renders technical assistance in the solving of encountered problems. Reviews reports submitted for content and compliance with instruction.
• Establish department goals and objectives for the purpose of program planning and revision.
• Coordinates training and meetings for all staff.
• Prepares and submits employee performance appraisals for supervised staff in a timely manner to Human Resources.
• Provides technical supervision and instruction as required on infection control, disposal of infectious waste, and safety. Renders technical assistance in solving encountered problems. Sits on the Infection Control/Safety Committee as the Safety Officer.
• On matters related to the Native people, coordinates the activities of the Environmental Health personnel with other service area organizations and personnel of federal, state, and local governmental and non-governmental agencies as appropriate and provides advisory and consultative services that result in the maximum effectiveness of the program.
• Conducts comprehensive environmental health surveys of tribal facilities, evaluating environmental health facilities and practices, enumerating findings, and recommending actions to correct or improve existing conditions to appropriate officials and tribal governments. This includes incident report investigation and ergonomic assessment in coordination with Quality Management and Human Resources.
• Analyzes and evaluates all data collected related to environmental health activities. Makes recommendations relative to effective correction of the deficiencies, e.g., elimination of accident hazards, acceptable waste disposal facilities and practices, effective treatment of a water supply, etc. Provides information relative to the need for water and waste facilities, public health reasons for recommended actions, and the planning and training necessary for operations and maintenance of facilities. Assists the organization and community in the submission of proposals for assistance.
• Plans, conducts, and supervises community and rural environmental health surveys, contacting individuals and community or tribal groups to investigate existing environmental health practices, promotes and stimulates the desire for improving environmental conditions and health practices. Plans and meets with tribal councils, tribal executive health staff, community and civic groups, schools, agencies, and individuals to explain, promote and implement environmental health programs.
• Extends environmental health services to tribes and assists, as appropriate, tribes in developing health and sanitation codes or ordinances.
• Provides health education information, technical assistance, and inspection services in the areas of water supply, food safety, sewage disposal, home and community accident prevention/injury control, radiological health, occupational health and safety, insect and rodent control, epidemiology, institutional environmental health, air pollution, industrial hygiene, recreational sanitation and other recognized areas of environmental health.
• Conducts a comprehensive community injury control program both to the RSBCIHI staff and/or to community or tribal groups. This may include but is not limited to the following areas: motor vehicle safety and sales program, teaching the Defensive Driving course, poison safety, fire and electrical safety, child passenger and bicycle safety and recreational safety. Will prepare reports and/or document any training or survey conducted in the community injury control area.
• Coordinates the monitoring of water quality of water dispensers and dental waterlines.
• Coordinates with EHS Technicians the annual chemical inventories of all departments in different clinics to update the Safety Data Sheets binders.
• Responsible for drawing, maintaining, and updating the emergency exit routes plans, emergency rainbows, emergency evacuation assistants list and Safety Data Sheets (SDS) binders in all clinics with assistance of EHS Technicians.
• Oversee the coordination with outside service providers in the field of elevator maintenance, fire alarm system monitoring, testing and inspection, pest control, medical waste as well as hazardous chemical and pharmaceutical waste disposal.
• Assists in preparation of Environmental Impact Reports and Statements for use in evaluating environmental conditions on reservations served by RSBCIHI.
• Other duties as assigned.

Education:

Bachelor’s Degree in science or any combination of sciences directly related to environmental health (such as sanitary science, public health, chemistry, microbiology, or any appropriate agriculture, biological or physical science.)

Must be a California Registered Environmental Health Specialist or Registered Environmental Health Specialist through the National Environmental Health Association or must be eligible to be California Registered Environmental Health Specialist or Registered Environmental Health specialist through the National Environmental Health Association must pursue registration within one year.

Experience:

Minimum of three years of specialized experience related to the duties of the position.
Minimum of one-year supervisory experience in an area related to the major duties of the position.

Knowledge of:

Knowledge of principles and techniques of environmental health, organization, and management.

License:

Must possess a current California Driver’s License. A current DMV printout is required.

Certification:

Must have current CPR certification that complies with the guidelines set by the American Heart Association or the American Red Cross. Certification may be obtained prior to orientation.

Ability to:

Must be able to work with the Native American Community and be sensitive to the Indian culture and its needs.

Physical Demands:

Work involves routine risks and discomforts of travel and infectious diseases are a common risk.
