Company Overview

CES Consultants, Inc. seeks a proactive, ambitious and resourceful program management professional for the role of Operations Manager / Chief of Staff within our Program Management and Construction Management (PM/CM) Department. This role supports the Senior Vice President in departmental operations, strategic initiatives, and performance tracking. It offers substantial exposure to executive-level decision-making, business development and operational strategy as well as access to great clients, suitable for a candidate experienced enough to immediately contribute yet eager for mentorship and growth.

Key Responsibilities:

Operational Management:

  • Serve as Chief of Staff, participating in critical meetings and assisting in overall department management.
  • Oversee and optimize day-to-day operations and proactively address operational challenges.
  • Develop and implement procedures to enhance operational efficiency and productivity.

Project Oversight & Coordination:

  • Organizing monthly meetings between the SVP and CES’s Program Management leads to review planning, scheduling, budgeting, and resource allocation issues related to their assigned program(s).
  • Monitor projects and collect data to track status and earned value of active projects/programs to ensure adherence to authorized schedules and budgets.
  • Help drive compliance with company policies, industry standards, and safety regulations as we scale up the organization.

Financial & Resource Management:

  • Collaborate with SVP and finance teams to manage departmental forecasts, track expenditures, and ensure timely invoicing.
  • Optimize staffing and resource use for maximum efficiency as we scale up the department.
  • Support contract administration and subconsultant management.

Team Leadership & Development:

  • Foster collaboration, forthrightness, accountability, and continuous learning within the team. Serve as a champion for a positive, team-oriented hyper-collaborative business culture.
  • Manage recruitment efforts aligned with department or client objectives.
  • As the department scales up, mentor team members and support professional development and departmental goal alignment.

Reporting & Communication:

  • Prepare detailed reports on operational performance, project statuses, and key metrics.
  • Maintain effective communication with senior leadership, project teams, clients, and stakeholders.
  • Ad hoc reports and studies to support departmental operations

Key Deliverables:

The following deliverables are critical to driving operational excellence and supporting the scaling of CES’s PM/CM Department. The Operations Manager / Chief of Staff will help  lead these initiatives in collaboration with other CES departments to help achieve the SVP’s strategic vision.

1. Departmental Operations Optimization Plan

  • Help develop and implement a standardized set of procedures to streamline day-to-day operations across the PM/CM department.
  • Deliverable: A documented operations manual and performance dashboard used to identify and address bottlenecks in real time.

2. Monthly Executive Project Performance Report

  • Collaborate with Finance Department to create a recurring report that automatically consolidates data from active programs, including project schedules, budgets, earned value metrics, and risks.
  • Deliverable: A comprehensive monthly report presented at leadership meetings to guide executive decisions and ensure alignment with strategic goals.

3. Department Financial Forecast & Budget Tracker

  • Collaborate with SVP and Finance Department to build and maintain an accurate budget and forecasting tool that reflects real-time expenditures and projected revenues.
  • Deliverable: A dynamic financial tracker updated automatically and shared with the SVP for proactive budget management and strategic planning.

4. Departmental Culture & Team Development Program

  • Collaborate with Program Leads and the HR Department to help create a mentorship and professional development program to foster team growth and leadership in the PMCM Department.
  • Deliverable: A structured development program including onboarding plans, training sessions, mentorship pairings, and a performance feedback framework.

Qualifications

Qualifications

Required Skills and Experience:

  • Education: Bachelor’s degree in engineering or construction management; or an MBA with at least 3 years’ experience developing public infrastructure.
  • Experience: Minimum 5-7 years of progressive experience in program management, project management, construction management, engineering operations, or related roles. Must have more than three years of combined experience working on county, municipal or utility Capital Improvement Programs.

Preferred Qualifications:

  • PMP certification or equivalent credentials.
  • More than 5 years of previous experience in an Owner’s Representative or PM/CM role.
  • Experience in contract administration and vendor management within the AEC industry.
