Gateways Hospital and Mental Health Center’s Conditional Release Program (CONREP) is seeking a Community Services Manager to join the Forensic Community Treatment Program (FCTP). This forensic outpatient program provides court- and parole-mandated treatment and supervision to individuals committed as Not Guilty by Reason of Insanity, Offender with a Mental Health Disorder, or Incompetent to Stand Trial. 

 

SUMMARY OF POSITION

As a member of the program’s leadership team, the Community Services Manager is responsible for overseeing the work of Home Visit Counselors and Case Managers to ensure delivery of community-based services in compliance with contractual and clinical standards. This role includes managing housing coordination, urinalysis testing, transportation logistics, and ensuring strong collaboration with external resources. The Community Services Manager is integral in ensuring continuity of care and community reintegration for forensic clients. This is a full-time, salaried position.

ESSENTIAL DUTIES

  • Overseeing the work of the Home Visit Counselors and Case Managers, which includes recruiting, training, evaluating performance, coaching, and implementing disciplinary action as warranted.
  • Ensuring thorough home visits are conducted in line with contract requirements. This is accomplished in part by maintaining assignment lists in line with level of care requirements, shadowing staff conducting home visits, providing feedback and guidance, reviewing documentation, and tracking home visit schedules.
  • Acting as a liaison with all residential facility administrators, ensuring there is open communication and collaboration regarding all matters related to clients’ residential placements.
  • Identifying appropriate residential placements for incoming clients, ensuring the residential facility has thorough and updated referral packets for consideration of placement, and following up to ensure placements take place in line with the client’s needs.
  • Intervening in a timely manner to address residential concerns that arise and engaging in problem solving with all relevant staff, clients, and community partners.
  • Exploring additional community-based residential resources to link with resources at all levels of residential care.
  • Staying informed on changes and trends in the area of community-based residential services, such as the Assisted Living Waiver.
  • Ensuring the Case Managers link clients to all relevant community based resources in a timely manner, including benefits and community-based resources, and that this information is properly communicated to the treatment team, both verbally and in writing, and input in the electronic record.
  • Overseeing the random urinalysis schedule and practices to ensure urinalyses are conducted and documented in accordance with contractual requirements.
  • Assigning clients to random urinalysis colors, developing the schedule, and maintaining a staff schedule to ensure urinalyses are conducted in accordance with requirements.
  • Acting as a liaison with the urinalysis lab to consult on any procedural challenges or follow-up on any findings.
  • Monitoring urinalyses finding daily to identify any positive results and communicate them to the treatment team immediately.
  • Ensuring the vehicles meet safety standards, as required by agency policy and collaborating with Engineering staff to ensure the vehicles receive all necessary mechanical care.
  • Ensuring the vehicle logs are maintained and submitted in line with agency policy.
  • Ensuring the vehicles are routinely washed and filled with gas, and that the payment for these services are processed in accordance with agency practices.
  • Conducting routine quality assurance reviews of the electronic health record to ensure all services are properly documented in the electronic record in accordance with contractual requirements.
  • Conducting routine reviews of all logs, schedules, and calendars to ensure information is updated and accurate.
  • Providing relevant treatment team members with clear and comprehensive information and updates in a timely manner, both verbally and in writing.
  • Approving timecards and time-off requests, as well as tracking attendance, in line with agency and governmental requirements.
  • Conducting performance reviews in line with agency requirements and providing staff with ample training, feedback and role modeling to support their professional development.

 

 

Successful candidates for the Community Services Manager position will have the following:

  • Bachelor’s degree in psychology, business, social work, criminal justice, or related field
  • At least two years of experience in corrections, mental health, or social services
  • At least two years of supervisory or management experience
  • Strong leadership and interpersonal skills, especially in crisis situations
  • Proficiency in Microsoft Office Suite, electronic health records, and HRIS software
  • Excellent written and verbal communication skills
  • Strong organizational and problem-solving skills
  • Ability to work effectively with individuals with severe mental illness and co-occurring conditions
  • Ability to maintain professional boundaries and represent the agency with external partners

Qualifications

EDUCATION & CERTIFICATES

  • Bachelor’s degree in psychology, business, social work, criminal justice, or a related field.

 

EXPERIENCE/QUALIFICATIONS

  • Two years of experience in corrections, mental health, social services, residential facilities, or substance abuse treatment.
  • Two years of successful management or supervisory experience; demonstrated leadership and interpersonal skills, particularly in crisis situations.
  • Proficiency in using Microsoft Office suite, web browsers, HRIS software, and electronic health records.
  • Outstanding communication skills, both verbally and in writing.
  • Organizational abilities, including identifying priorities and meeting deadlines, as well as implementing procedural requirements in an efficient manner.
  • Excellent problem-solving skills and the ability to think flexibly and in a complex manner about issues that arise.
  • Ability to represent the agency in a professional manner to outside agencies and community-based stakeholders
  • Ability to work effectively with individuals with severe mental illnesses, criminal histories, substance abuse issues, cognitive impairments.
  • Ability to set and maintain boundaries with clients and staff.
  • Ability to adaptively cope with situations that cause emotional stress.

 

REQUIREMENTS

  • Must pass Department of Justice (DOJ), Federal Bureau of Investigations (FBI), and Community Care Licensing (CCL) background clearance.
  • Valid California Driver’s license.
  • TB clearance.
  • Driving record acceptable for coverage by Gateways insurance carrier.
  • Crisis Prevention Institute Training (CPI)**
