Psychiatrist (Part-time DC Licensed) - DC Hope Center

Position Summary:

The Psychiatrist serves as the Clinical and Administrative Director of the Freestanding Mental Health Clinic (FSMHC), providing leadership, oversight, and direct psychiatric care in accordance with Title 22-A DCMR Chapter 30, DBH certification standards, and CARF Behavioral Health Accreditation Standards. This role ensures the delivery of high-quality, person-centered, and recovery-oriented behavioral health services that meet all regulatory and accreditation requirements.

Work Schedule: 18 hours per week

Salary: $11,000 per month (Part-time)

Essential Duties and Responsibilities:

Clinical Responsibilities:

• Conduct psychiatric evaluations, diagnoses, and medication management for individuals served.
• Develop, review, and approve individualized treatment plans in collaboration with multidisciplinary teams.
• Provide clinical supervision and consultation to licensed clinicians and behavioral health staff.
• Ensure clinical documentation meets DBH, Medicaid, DCMR, and CARF standards.
• Participate in case conferences, utilization reviews, and quality assurance activities.
• Promote trauma-informed, culturally competent, and evidence-based practices.

Administrative Responsibilities:

• Serve as the Clinical Director as defined in DCMR §3099, responsible for the oversight of all clinical services.
• Ensure compliance with DBH certification requirements, including staffing, service delivery, and documentation.
• Lead the development and implementation of clinical policies and procedures aligned with CARF standards.
• Oversee clinical quality improvement initiatives and monitor performance metrics.
• Coordinate with DBH, DHCF, CARF, and other regulatory bodies during audits, reviews, and accreditation surveys.
• Supervise and evaluate clinical staff performance, training, and professional development.
• Ensure the organization maintains readiness for CARF surveys and demonstrates continuous quality improvement.

The Psychiatrist will provide psychiatric services to individuals enrolled in outpatient services at Volunteers of America Chesapeake and Carolinas. Is position in person with the availability to offer some telehealth services at our DC Hope Center location. This role focuses on serving adults and children living with serious mental illness (SMI), substance use disorder, co-occuring disorders who require structured outpatient care to enhance treatment adherence and recovery. While services are primarily delivered in an outpatient setting, the Psychiatrist may also conduct evaluations and provide treatment in community-based settings as needed. In addition, the psychiatrist will collaborate with the clinic administrator to support clinical and nonclinical staff in their training needs, provide input into CQI and policies for the CCBHC clinic, and represent VOACC in the community as needed. The position requires flexibility and responsiveness to the evolving needs of the population, including collaboration with courts, case managers, and community providers. 

Qualifications:

• Medical Degree (MD or DO) from an accredited institution.
• Board Certification or Board Eligibility in Psychiatry.
• Licensed to practice medicine in the District of Columbia.
• Minimum of 5 years of clinical experience in community mental health or behavioral health settings.
• At least 2 years of administrative or supervisory experience in a CARF-accredited or similarly regulated behavioral health organization.
• Familiarity with CARF Behavioral Health Standards, DCMR Title 22-A Chapter 30, and DBH policies.

• Experience with Electronic Health Records (EHR).
• Strong leadership, organizational, and communication skills.
• Commitment to recovery-oriented, person-centered, and trauma-informed care.
• Experience with CARF survey preparation and accreditation processes.
