The Transportation Operations Manager serves as the direct supervisor of the Transportation Drivers and Schedulers and manages the day-to-day operations of the D2S Micro Transit Program, while also contributing to the program’s growth and long-term strategy.

 

REPORTS TO: Director of Business Operations

 

DUTIES AND RESPONSIBILITIES:

Staff Supervision & Evaluation

  • Supervise and evaluate staff; Charter Fleet Drivers, D2S Fleet Services Transportation Coordinator & Trainer, D2S Micro Transit Coordinator, and Transportation Drivers.
  • Conduct performance reviews: initial, 30-, 60-, 90-day, sporadic, and annual reviews for Transportation Drivers; annual reviews for Scheduler.
  • Hold monthly meetings with Schedulers and Transportation Drivers to share updates and address issues.
  • Conduct goal-setting sessions with drivers and provide coaching for professional growth.
  • Partner with the D2S Fleet Services Transportation Coordinator & Trainer on new driver training and re-training as needed.
  • Recommends transportation drivers for coaching, development, and training to the D2S Fleet Services Transportation Coordinator & Trainer and Director of Business Operations.
  • Train the Director of Business Operations as backup in case of absence.

Micro Transit Program Operations

  • Coordinate day-to-day operations of the D2S Micro Transit Program, ensuring building accessibility, the Scheduler is onsite, and Transportation Drivers arrive for all shifts.
  • Track and manage the scheduling and availability of the vehicle fleet.
  • Support Schedulers and serve as a backup as needed; train new Schedulers when required.
  • Monitor drivers in real time via GPS and follow up on route deviations or safety concerns.
  • Collect and analyze rider feedback to identify service improvements.
  • Conduct program assessments to ensure service quality, safety, and compliance.
  • Provide actionable recommendations to improve safety, reduce liability, and support program growth.
  • Coordinate with internal teams to fulfill transportation requests and scheduling needs.

Fleet & Maintenance Management

  • Ensure regular maintenance and timely repairs for the vehicle fleet.
  • Escalate, monitor, and report repairs and preventative maintenance, ensuring timely resolution.
  • Ensure license plates are renewed as required (August/January); request payment for renewal at least 30 days before expiration.
  • Manage bus maintenance reporting and coordination of repairs.
  • Oversee and support the exchange and purchasing process for the vehicle fleet; make recommendations for changes as needed.
  • Secure the vehicle fleet daily and ensure vehicles are washed externally monthly and deep cleaned annually.
  • Track and monitor fuel usage and fleet gas trends for reporting purposes.
  • Schedule vehicle maintenance and submit repair forms to the CEO.

Compliance & Quality Assurance

  • Track and notify the CEO of drivers’ DOT physicals and drug screenings.
  • Provides oversight and quality assurance for All Transportation Drivers, including monitoring internal fleet devices for compliance.
  • Perform Quality Assurance reviews on driver performance and service delivery.
    Maintain operational checks and balances to ensure efficiency and compliance.
  • Report all D2S Micro Transit legal and partnership issues to the CEO.
  • Submit quarterly reports (receipts, safety concerns, etc.) and monthly FTA data reports.

Recruitment, Hiring & Training

  • Manage all Transportation Drivers and Schedulers.
  • Participate in the hiring process for Transportation Drivers and actively recruit or refer candidates as needed.
  • Provide technical skill support to Transportation Drivers to increase business knowledge, reduce costs, increase productivity, and minimize risk.

Community Engagement & Promotion

  • Recommend and support marketing and promotional strategies for D2S Micro Transit.
  • Send Transportation Drivers into the community during downtime to deliver RACK cards and literature to local businesses and community partners.
  • Maintain a 30-day supply of vouchers, RACK cards, fliers, and other materials for the vehicle fleet, Scheduler, and Transportation Drivers.
  • Refer potential D2S partners and funders to the CEO.

Development Team Participation

  • Actively participate on the D2S Development Team: assessing current programs, providing insights, making recommendations for program, service, or fleet improvements.
  • Provide the CEO and leadership team with recommendations for program improvement, enhancement, and growth.

On-Call & Backup Support

  • Serve as an on-call and backup Transportation Driver as needed.

REQUIREMENTS:

  • Must have some college or Minimum of Two (2) Years of Experience related to the specified duties and Responsibilities
  • Must possess a valid and current Commercial Driver’s License, endorsed for Passenger Vehicles
  • Must Have a Minimum of Two (2) Years For Hire Endorsement
  • Must be able to pass a Criminal Background Check
  • Must pass DOT Physical & Drug Screening
  • Must be at least 21 years of age
  • Must have a Reliable Vehicle with Current Vehicle Insurance
  • Part-Time: Must be able to work 25 Hours per Week
  • Must work some Weekends (8-10 per year) and Evenings (rotate shifts with other drivers to cover 7am-8pm schedule)
  • Hourly Pay Rate: Negotiable Based on Education & Experience
  • Knowledge of Indianapolis and Far-Eastside area Preferred
