BlueForce Inc. is seeking Serious and Organized Crime Unit Advisors to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) and its various sub-divisions in Port-au-Prince, Haiti.
The advisor will advise HNP on the development and implementation of a community-centered anti-gang strategy. Specifically. will advise the HNP on gang investigations, anti-gang operations, anti-gang training, and HNP efforts to reduce community support for gangs.

Duties and Responsibilities
- Assist the HNP in developing processes to assess the nature, role, capabilities, and threats posed by organized criminal groups.
- Assist the HNP in developing a holistic and sustainable strategy to reduce the influence of organized criminal groups.
- Recommend to the HNP changes in policies and practices to advance the above strategy.
- Advise the HNP on how to build and sustain partnerships with community members and groups in order to gather intelligence on gangs, identify ways to improve HNP support for the community, and reduce community support for gangs.
- Advise the HNP on how to realize synergies between the HNP's community policing practices and other anti-gang efforts.
- Advise, mentor, and recommend training and equipment to the HNP to investigate serious and organized crime.
- Advise and mentor the HNP on planning anti-gang operations. Recommend best practices for the HNP to incorporate into operational plans and mentor the HNP on developing rigorous planning practices to minimize risks to officers’ safety and threats to the community.
- Provide other advice and mentoring to the DCPJ related to investigating serious crime.
- Assist in coordination of INL-funded anti-gang programs and make recommendations to INL Haiti regarding anti-gang programming.
- Performs additional duties assigned by BINUH officials.
