BlueForce Inc. is seeking for Anti-Gang Community Policing Advisors to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) and its various sub-divisions in Port-au-Prince, Haiti.

Duties and Responsibilities
- Assist the HNP to develop a strategy to implement community policing practices in the PAP areas in accordance with Anti-Gang Place Based Strategy, including training HNP officers, embedding community policing specialists in precincts, updating policies and practices, and strengthening the HNP's culture of community engagement to strengthen the HNP's ability to counter gang influence.
- Advise and mentor community policing unit leadership and other HNP Task Force leaders to implement the Anti-Gang Place Base Strategy under community policing.
- Coordinate with INL and the HNP Task Force to facilitate community police training for HNP officers. Advise the HNP on the development and implementation of community policing programs that help increase trust in the police and reduce crime and homicides rates in targeted communities.
- Mentor HNP Task Force Command Staff on coordinating with other government entities, non-profit organizations, and community-based groups.
- Recommend activities in affected areas after HNP/Task Force operations to inform the public on the operation and gather intelligence.
- Monitor and evaluate the HNP's community policing efforts and implementation of the community policing strategy, especially in relation to their contributions to the HNP's anti-gang efforts and make recommendations to INL and the HNP to improve effectiveness.
- Prepare regular reports for INL Haiti including drafting sections of various program requests.
- Identify training needs for the Community Policing Unit and propose training in the U.S. or internationally.
- Identify community needs for assistance to counter gangs and make recommendations to INL to coordinate with other U.S. agencies, including USAID, the UN, and international donors.
- Assist HNP officials in facilitating meetings, schedules, agenda, minutes, information measurement, reporting, follow-through and support related to the needs and direction of gang crime, acting on and carrying out the development, implementation, and program best practices to reduce gang crime.
- Assists HNP officials in the outreach workers, marketing the program to community members and staff, screens and filters referrals, and providing one-on-one, family or group intervention with gang members, those at risk for gang involvement, and/or their families.
- Advises HNP officials on gathering, monitoring, and providing up-to-date information on the nature of gang activity, the risk factors of its presence and the protective factors to mitigate its existence.
