The Director of Finance is responsible for fiscal management and related administrative operations of the corporation; assisting the Chief Financial Officer in financial planning, budgets, evaluation, and reporting; supervising accounting, financial planning and analytics and financial grants functions; and general program fiscal management ensuring health center is adhering to fiscal regulations, with a focus on maximizing revenue and managing costs. The Director of Finance reports to the Chief Financial Officer.

SPECIFIC RESPONSIBILITIES:

  • *    Financial Planning and Analysis:
    • Develop and manage annual budgets, including revenue projections, expense forecasts, and capital expenditures.
    • Conduct financial modeling and analysis to identify trends, opportunities, and potential risks.
    • Monitor cash flow and prepare regular financial forecasts.
  • Analyze financial data to inform decision-making and resource allocation.
  • Direct internal audit activities and provide information and reports to external auditors as required.
  • Project, prepare, and analyze cost reports and federal and state mandated reporting.
  • Recommend process improvements to effectively utilize department resources, improve controls, streamline activities and maximize productivity.
  • Maintain the integrity of the Department’s financial activities and report through reconciliation and review of general ledger. Identify errors and arrange for timely corrective action.
  • In collaboration with the Director of Pharmacy, oversee financial aspects of pharmacy operations.
  • Develop, document and maintain processes and accounting to ensure compliance with GAAP.
    • Participate in the preparation of the annual audit, cost reports, UDS, OSHPD and internal reports
  • Accounting and Reporting:
    • Oversee all financial activities including cash flow, accounting and financial reporting.
    • Ensure accurate and timely financial reporting to leadership and regulatory agencies.
    • Prepare monthly, quarterly, and annual financial statements.
  • Fiscal Grant Management:
    • Develop and oversee a standard framework for budgeting and monitoring of performance of all Grants and Contracts.
    • Ensure compliance with federal, state and donor-imposed restrictions on the use of funds.
    • Collaborate with Leadership team and program managers to ensure programs and procedures are grant/contract compliant. Follow-up on non-compliance issues as necessary.
    • Establish and/or enhance operational policies and procedures for contracts and grants management including time and effort reporting, debarment and suspension monitoring, compliance with cost principals, and federal procurement.
    • Monitor deliverables, cost estimates, allowable costs and other metrics as required and communicate relevant information to management on a routine basis.
    • Identifies project close-out requirements and manages their implementation
    • Oversee preparation of grant budgets and grant fiscal compliance
  • Compliance and Audit Oversight:
    • Ensure adherence to all federal, state, and FQHC regulations related to financial reporting and compliance.
    • Coordinate with external auditors to facilitate annual audits and address any findings.
  • Strategic Initiatives:
    • Collaborate with leadership to develop financial strategies to support the organization's mission and goals.
    • Identify cost-saving opportunities and implement operational efficiencies.

Team Leadership and Staff Development:

  • Lead and mentor the finance team, fostering a culture of accountability, continuous learning, and professional development.
  • Provide guidance and training on financial policies, procedures, and tools to enhance staff capabilities.
  • Encourage open communication, collaboration, and innovation within the finance team.
  • Support staff career development through coaching, performance evaluations, and the creation of personal development plans.
  • Develop and implement training programs to improve the team’s understanding of financial processes, budgeting, and healthcare-specific financial topics.
  • Perform other duties as assigned or required.

 

Expectations: Must have the ability to multitask, manage priorities and workflow; ability to work effectively with a diversity of individuals at all organizational levels and with external customers.  Consistent attendance and punctuality are necessary.  Ability to work well with a multidisciplinary team; problem solve and be self-motivated.  Must have a commitment to excellence and high standards; excellent written and oral skills, strong organizational, problem-solving and analytical skills; ability to manage priorities and workflow. Required to display versatility, flexibility, and a willingness to work within constantly changing priorities with enthusiasm.  Must have acute attention to detail.  Must have the ability to understand and follow written/verbal instructions.  Able to work independently with little or no supervision.

Qualifications

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in accounting or business administration and ten years of management level experience in accounting and finance preferably in the health-related service programs OR
  • Master’s degree in accounting or finance and five years’ management experience
  • Excellent analytical and problem-solving skills
  • Proficiency in financial software and reporting tools
  • Strong leadership and communication abilities to manage a finance team

 

PERFORMANCE REQUIREMENTS:

            Knowledge, Skills and Abilities:

  • Knowledge of finance and accounting functions including budgeting, credit, investments, internal controls
  • Knowledge of management practices to direct assigned staff
  • Knowledge of clinic’s strategic business objectives and employee performance objectives
  • Skill in relating organizational objectives to financial policies on costs, fees, credit, etc.
  • Skill in exercising initiative, judgment, discretion, and decision-making to achieve organizational objectives
  • Skill in establishing and maintaining effective working relationships with employees, patients, and outside agencies
  • Skill in identifying and resolving problems
  • Ability to delegate responsibility and authority to staff
  • Ability to work creatively with management and department staff to achieve objectives
  • Ability to communicate clearly     

 

TYPICAL PHYSICAL DEMANDS:

Requires prolonged sitting, some bending, stooping, and stretching. Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, copier, telephone, calculator, and other office equipment. Requires normal range of hearing and eyesight to record, prepare, and communicate appropriate reports.

 

TYPICAL WORKING CONDITIONS:

Normal office environment. Occasional evening or weekend work.
