ENTRY LEVEL SALARY:  $59,894  -   FULL-TIME

This non-State position is responsible for agency compliance monitoring in relation to DSHA programs, projects, and funding sources. The incumbent functions under the direction of senior management staff. Assignments involve analysis of past and present operations. The Housing Compliance Manager works closely with other staff within Asset Management and directly supervises Housing Asset Analysts. The incumbent serves as a liaison for owners, Internal Revenue Service, U.S. Department of Housing and Urban Development, Rural Housing Services and other funding sources (such as NCSHA). The Housing Compliance Manager monitors compliance and provides asset management.

PRINCIPLE ACCOUNTABILITIES

  • Supervises, leads, and trains staff or provides training opportunities. Documents staff performance and conducts periodic performance reviews.
  • Provides technical assistance to multi-family project owners and management agents suggesting policies and procedures to those unfamiliar with program guidelines.  Acts as liaison for owners and Internal Revenue Service, U.S. Department of Housing and Urban Development, Rural Housing Services and other organizations (such as NCSHA) as it relates to agency compliance monitoring and asset management.
  • Formulates, develops and maintains LIHTC policies and procedures.  Maintains compliance monitoring manuals and memorandums.  Analyzes and interprets policies, regulations, and program requirements.  Provides guidance to owners and management agents when changes occur. 
  • Reviews annual regulatory compliance reports, identifies potential compliance issues and prepares correspondence to the owner addressing compliance status, including the LIHTC Owners Annual Certification for Continuing Compliance, noncompliance matters, and suggested corrective action.
  • Reviews management plans, agreements and management agent documents and transfers of physical assets and recommends approval of change of management agent to supervisors.  Provides technical assistance to management agents, developers and sponsors. 
  • Performs compliance and management reviews for various DSHA programs such as Housing Development Fund, Section 8 New Construction, Low Income Housing Tax Credit, HOME and Housing Trust Fund. Reviews and evaluates financial management practices and procedures, leasing and occupancy practices, tenant/management relations and general management practices. Prepares and/or reviews report for supervisor(s) with findings/recommendations.  Follows up to ensure appropriate actions have been taken.
  • Schedules and performs annual and periodic physical inspections for various DSHA programs such as Housing Development Fund, Section 8 New Construction, Low Income Housing Tax Credit, HOME and Housing Trust Fund. Checks for compliance with NSPIRE, Delaware Housing Code Requirements, other applicable state and federal rules and regulations. Prepares and/or reviews report for supervisor(s) with findings/recommendations.  Follows up to ensure appropriate actions have been taken. 
  • Prepares a variety of routine and special reports for review and consideration by supervisors, including monthly, quarterly or annual reports on property status as requested.
  • Plans, directs and coordinates DSHA’s MITAS Compliance/Asset Management Database Module.  Assures data is accurate and correct on all properties in database.  Maintains computer records of housing inspections, violations, areas of substandard housing and other pertinent data.
  • Performs related work as required.

MINIMUM QUALIFICATIONS

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Bachelor’s degree in business, management, finance, mortgage, public policy, or housing-related field or commensurate experience of 5 years.
  2. Experience in the methods and techniques used in assembling, analyzing and interpreting financial and accounting data, and the preparation of appropriate financial reports.
  3. Experience conducting studies to evaluate operations, programs, services, policies and procedures.
  4. Experience in the interpretation and in the application of federal, state, and local regulations regarding housing assistance programs, subsidized rental housing occupancy and physical condition standards.
  5. Knowledge of practices and procedures of real estate property management.
  6. Knowledge of the principles and practices of mortgage loan underwriting and servicing.
  7. Knowledge of the principles and practices of supervision.
  8. Ability to manage and oversee government program compliance and ensure department work tasks get accomplished appropriately within required guidelines. Ability to communicate effectively.
  9. Proficiency with data process programs and applications including Word and Excel.

THIS POSITION REQUIRES A VALID DRIVER'S LICENSE AND THE SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND SCREENING.
