The Deputy Chief Executive Officer (Deputy CEO) reports to and partners with the Chief Executive Officer to lead Outside In’s growth and advance its mission. The Deputy CEO serves as second-in-command, supporting overall strategic direction, operational excellence, and organizational sustainability.
The position is responsible for the development and implementation of long-range plans, goals, and objectives for the organization and ensures that the strategies and goals of the organization are met in collaboration with the Senior Management Team (SMT).
The Deputy CEO ensures the effective delivery of services to meet the needs of patients, clients, staff, and the community at large. They work collaboratively with executive leaders and department directors to provide accessible, high-quality, cost-efficient, and integrated care.
Reporting to this position are the Chief Clinical Services Officer, Chief Social Services Officer, Director of Facilities Management, and Director of Strategic Initiatives.
Essential Duties
Strategic Leadership and Governance

Collaborates with the CEO and Board of Directors to develop and implement the strategic plan, organizational goals, and key performance metrics.

Serve as a trusted advisor to the CEO, participating in high level decision making and governance decision.

Represents the organization in community partnerships, funder relationships, and stakeholder engagement.

Lead succession planning and workforce development strategies in partnership with Human Resources.
Operations

Provides direct executive oversight for the Chief Clinical Services Officer, Chief Social Services Officer, Director of Facilities management, and Director of Strategic Initiatives, etc..

Ensures alignment of clinical, social service, facilities, and strategic project functions with organizational priorities.

With the CEO and SMT, develop annual operating plans and budgets, including staffing and operating resources to achieve organizational goals.

Provide oversight and support to supervised leaders to ensure day-to-day operations are efficient, integrated, and aligned with organizational priorities.

Guide directors in implementing process improvement tools and methods, and ensure services are safe, coordinated, and of high quality.

Monitor performance outcomes across clinical, social service, facilities, and strategic initiatives.
Quality Improvement

Oversee organizational QI/QA initiatives in collaboration with the Quality and Compliance team.

Participate in quality initiatives.

Seek and evaluate data to address operational and clinical needs and implement continuous process improvement.

Report quality outcomes to the Board of Directors as designated.
Financial Management

Supports fiscal planning and oversight in collaboration with the Chief Financial Officer (CFO) and CEO.

Ensures program and facility operations are compliant with HRSA, FTCA, OSHA, and other applicable regulatory standards.

Contributes to grant development, reporting, and compliance monitoring.

Ensure revenue and expense budgets are met in supervised areas.

Work with the CFO and Finance team to support long-range financial planning, capital planning, and resource allocation.

Support grant development and compliance activities as delegated by the CEO.
Compliance

In collaboration with other SMT, ensure compliance with all Federal, State, and HRSA/FTCA regulations as well as Outside In policies and procedures.

Accountable for the development and implementation of internal policies and procedures in supervised areas.

Support the Compliance team in identifying, reviewing, and remediating compliance issues.
Staff Management and Development
-
Promote a culture of accountability, inclusivity, and professional development across supervised departments and the agency.

Provides coaching and mentorship to direct reports to strengthen leadership capacity and organizational resilience.

Complete annual performance reviews.

Lead and manage executive and senior directors through recruitment, retention, mentoring, coaching, and supervision.

Foster an organizational culture rooted in equity, inclusion, anti-racism, and service excellence.

Balance team-building and staff engagement with accountability for results.

Support leaders and teams through crisis response and high-stakes decision-making.
Deputy CEO
-
Serve as Acting CEO in the absence of the Chief Executive Officer.

Keep the CEO informed of issues that may impact the organization’s ability to achieve strategic goals.

Represent the organization at community, funder, and stakeholder events as designated.
