The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.
PROGRAM OVERVIEW: Integrated Data Team
The mission of the Integrated Data Team (IDT) is to apply a broad range of knowledge and analytical skills, to rapidly integrate, create, and share data between multiple sources during Incident Command System (ICS) activations to ensure Agency leadership, external stakeholders, and the public have access to accurate and timely information and ICS leadership have access to necessary data to achieve response objectives. This team draws on analytical skills in leadership, policy, program management and public health communication.
The main purpose of the Integrated Data Team (IDT) is to identify, synthesize and integrate public health data, research, and theory from a broad range of disciplines and health related data sources to inform emergency responses with an overarching goal of promoting health equity. Integrated within its practice, IDT works with Community Partner Engagement and other partners to identify and analyze ethical issues and recommend action on the ethical concepts of social justice and human rights in emergency response. Leveraging complex multidimensional problem solving, IDT’s work will influence decision making regarding policies and practices that advance public health using scientific knowledge, analysis, communication and consensus building. Additionally, IDT will work with Public Information Officers to leverage communication strategies across diverse audiences to inform and influence individual, organization, community and policy actions in order to promote the health of the public. IDT’s purpose is to support City leadership to work with organizations and communities to create, communicate and apply shared visions, missions and values; inspire trust and motivate others; build capacity; improve performance; enhance the quality of the working environment; and use evidence-based strategies to enhance public health.
• Facilitate the flow of data and the data request process
- Serve as the central point of contact for data sharing with other agencies and external partners, ensuring timely access to data for all stakeholders
- Promote data sharing within DOHMH, across agencies, and with the public in emergencies and facilitate this in coordination with the Incident Commander and Public Information Officer
- Ensure a timely response to requests from City Hall, Commissioner of Health, and other City leadership under the direction of the Incident Commander
- Communicate data and public health information in accessible formats, such as data visualizations, for diverse intersectional audiences
• Lead strategic integrated data initiatives
- Identify and collaborate with external data sources
- Assemble analysts from across the agency with a wide variety of data skills, including data visualization, GIS, statistics, and epidemiology
- Work in coordination with the Principal Scientific Advisor (PSA) to curate scientific and public health literature to inform public health response efforts
- Liaise with City Hall and other City leadership to inform data driven decision making
- Develop comprehensive background products
- Develop background knowledge / briefings on request under the direction of the Incident Commander
- Collaborate with the PSA to ensure alignment with scientific research and practice
The Data Visualization Expert will work with various stakeholders and data owners to create compelling visualizations for City leadership under the supervision of IDT Project Leads. These reports and interactive online tools would draw on disparate data sources to convey information about COVID-19 impacts and trends citywide, as well as within specific communities and groups. Ideally, the Data Visualization expert would help to establish data storage infrastructure and automated processes to clean, merge and manage data in order to ensure sustainability.
- Collaborate with IDT colleagues and other stakeholders to create data visualizations (i.e. dashboards, maps, reports) that can be used by City leadership for tracking and decision-making
- Support IDT Project Leads in communicating data to diverse audiences
- Use software to clean, manage, and analyze data
- Manage and manipulate large, complex, uncleaned, and constantly changing data sets and databases
- Examine the integrity and comparability of data
- Conduct training sessions for other IDT colleagues to build data visualization skills within the team
