NIKA is hiring for a DMLSS Senior Analyst who will provide support services to the DHA DMLS/LogiCole Program Manager and provide analytical support to DHA as designated to support the effective implementation and utilization of DMLSS-FM systems. This position will be based out of San Antonio, TX or remote from your home base.

Position Roles and Responsibilities
- Will provide AOR specific analyst support, SRM analytical support by AOR, support to DMLSS-FM Development Team and support for real-property analytics
- Provide a comprehensive review of facility management processes, DMLSS utilization and provide detailed analysis using flowcharts, Pert charts, Gantt charts or other tools to optimize the use of the DMLSS FM
- Provide system support for advanced DMLSS development initiatives proposed by DHA. The (Contractor) shall act on DHA development priorities at the direction of the DHA POC
- Provide services to the DHA staff and participate in DHA Facilities Management Team meetings. The (Contractor) shall provide development, testing, training, documentation and help desk support as defined by the DHA Facilities Management Team Leader
- Participate in a weekly teleconference with Program Manager, Technical Program Manager, JMLDHA POCC System Analyst, MMDS and DHA DMLSS-FM representatives. These services shall be rendered on-site or at a remote location. Government will provide office spaces at this location to accomplish these tasks
- Represent DHA as a designated member of the DMLSS facility team in developing and testing functional requirements for subsequent DMLSS maintenance releases and interoperability with other AIS programs. The (Contractor) must have in-depth knowledge of all DMLSS Releases and application development guidance, documentation, requirements and specifications. The (Contractor), as necessary, shall test application functionality as maintenance releases and program upgrades occur
- Participate in and conduct acceptance tests verifying performance within the testing laboratory and at the designated test sites, identify and make systemic recommendations of system deficiencies and secure a formal system acceptance. Discovered defects must be categorized, recorded and tracked until they are resolved. Provide testing comments to the technical developers on all items that are non-compliant with the requirements specification and deployment strategies prior to commencing full deployment
- Provide system integration and training services that includes preparation of user organization procedures necessary to implement and operate the appropriate DMLSS Release and to ensure that it is ready for user acceptance at the designated deployment sites. The (Contractor) shall ensure the facility management maintenance release is activated and operating in accordance with the functional and performance requirements identified in system design description documents
- Provide the services for developing updating and maintaining new and existing databases within the MTF's to support DMLSS FM AIS. The database entry and updating must be consistent with the DMLSS database structure. The data information must be consistent and presented to the government for approval prior to the final submittal
- Provide recommendations for the DMLSS-FM Implementation Plan that supports activation of DMLSS-FM and other system enhancements following Operational, Test and Evaluation (OT&E) approval for full deployment
- Provide services to the DHA staff and participate in Defense Health Agency Facilities Management meetings to review, identify and make methodical recommendation for data quality improvement, strategic reporting and validation of the DMLSS source of truth. The (Contractor) shall provide development requirements, testing, training, documentation, and recommendation to DHA POC
- Research and analyze business and end-user needs by applying systems analysis techniques to determine software functional requirements
- Develop and manage DHA user accounts portfolio and standards for DMLSS-FM profiles to promote system-wide standard and portfolio management
- Provide the services for development, maintenance and management of the DHA DMLSS SharePoint Management program. Must provide system integration into DHA business process and prepare training for services for end user implementation and operation
- Provide support, guidance, and analytics to CONUS and OCONUS DMLSS AOR Analyst
- Submit a Monthly Assessment Report
- Submit DHA data reports, requests for information, AOR reports to support workload and performance reporting as required
- Attend various working groups and committees; provide meeting minutes
- Perform other duties as assigned
Position Requirements
- College degree or relevant work experience required
- One year of specialized experience that demonstrates a practical knowledge of the subject area of the position
- Requires an understanding of the DMLSS-FM/LogiCole systems, including knowledge of other related CAFM/CMMS systems
- Working knowledge of DoD administrative policies, regulations, precedents and planning guidelines, and processes; knowledge of DoD program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the effectiveness of program accomplishments; knowledge of relationships with other Services programs impacting DHA goals and objectives
- Must be able to pass official background checks and gain access to military installations
