Recovery Network of Programs, Inc. (RNP), is a private, non-profit, social service agency which has been serving the Greater Bridgeport Community and Fairfield County area since 1972. RNP is dedicated to helping those living with substance use, mental health disorders, and homelessness. Our mission is to restore hope, health, and wellbeing for individuals and families in a recovery environment that embraces compassion, dignity and respect.

In accordance with Recovery Network of Programs (RNP) Mission Statement, Philosophy of Client Care and Code of Ethics as stated in the Personnel Policies and under the supervision of the Chief Programs Officer (CPO), the Department Head of Outpatient Services oversees day-to-day activities of o all outpatient programs throughout the agency. This includes Recovery Counselling Services, Jay Brothers Unified Resource Center, Stamford Outpatient Behavioral Health Clinic, Treatment to Pathways and Early Intervention Services.

 

HOURS

Monday to Friday 8:30am - 4:30pm (on call duties and flexibility with schedule required)

 

CORE FUNCTIONS

  • Plans, directs, coordinates, trains, and supervises Directors/Manager of outpatient services, APRN, PA and clinical staff in the day-to-day operations of the respective departments.
  • Develops and implements program and agency growth strategies related to census improvement, interdepartmental referrals, revenue generation and community partnerships.
  • Works with Department Heads to continuously assess level of interdepartmental referrals across the agency.
  • Schedules, coordinates, and facilitates regularly occurring team meetings to promote collaborative teamwork, program accountability and compliance with contractual requirements, case conferencing, program development and an enhanced system of care.
  • Provides routine updates to immediate supervisor regarding contract compliance, program milestones, achievements, and obstacles with proposed solutions.
  • Reviews Electronic Health Records (EHR) data a minimum of three times per week; addresses concerns andissues proactively and develop services, solutions, and initiatives.
  • Attends program staff meetings on a regular basis.
  • Ensures all programs effectively utilize evidence-based practices in the provision of clinical care
  • Provides formal clinical and administrative supervision as required and documents supervision sessions.
  • Ensures that reports are compiled, prepared, and submitted in a timely manner to funding sources and departments within RNP as necessary.
  • Ensures contract compliance with funding sources and regulatory bodies.
  • Assumes an active role in continuous quality improvement systems to ensure effective service delivery while meeting or surpassing all established outcome measures.
  • Collaborates with RNP managers and administrators to promote improved systems with IT, Operations,
    HR, and Finance.
  • Professionally represents RNP in meetings with other community providers and markets outpatient services in an effort to increase census and access to care.
  • Collaborate with CFO and CCO or designee in budget preparation and monitoring of revenues and expenditures to ensure program is financially sustainable. Reviews and provides feedback on financial reports and statistical data.
  • Submission of abstracts and presentations at state and national levels to promote agency growth and recognition.
  • Attends RNP manager meetings.
  • Assumes all other appropriate duties as deemed necessary by the supervisor.
  • Focuses on improving client engagement.
  • Seeks funding and participates in grant writing in conjunction with CPO and CEO.
  • Ensures program always achieves maximum utilization and census. Develops and provides strategies with leadership when barriers to full utilization are identified.
  • Follows through with assigned projects or tasks with diligence and within deadline.
  • Works in collaboration with RNP Quality Department to ensure programs meet/exceed quality measures.
  • Assists in the establishment of program policies, procedures, innovation, and enhancement in cooperation with RNP managers and Chief Clinical Officer (CCO).
  • Consistently puts forth team building efforts. Inspires and motivates direct supervisees and all staff.
  • Develops strong professional relationships and network in the community.
  • Ensures productivity standards of staff are met and addressed in a timely manner.

Qualifications

CORE COMPETENCIES

Licensed master's degree in behavioral science and five (5) years' experience working with clients with substance abuse, mental health, and/or HIV/AIDS.

  • Considerable knowledge of the principles, organizational function and administration of behavioral health services.
  • Experience with program development.
  • Knowledge of and ability to apply management principles and techniques.
  • Considerable knowledge of federal and state laws and regulations regarding client confidentiality and medication assisted treatment.
  • Ability to establish and maintain cooperative professional relationships.
  • Excellent communication skills.

 

CERTIFICATES, LICENSES

Incumbents may be required to secure professional certification and/or license. Valid Connecticut driver's license is required.
