POSITION SUMMARY: Individuals in these positions will work under immediate supervision progressing to general supervision of the Public Works Director. This position will perform a variety of semi-skilled to highly skilled activities and functions related to the day-to-day operations, maintenance and repair of Bear Rivers Water and Wastewater systems, including production, treatment, storage, distribution and collection. Responsibilities include but are not limited to: maintaining records, compliance with regulatory requirements, collecting water and wastewater samples, maintenance and repair of equipment. This position is subject to 24-hour emergency callbacks. May require working, overtime, weekends, and holidays.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Water/Wastewater Operator-in-Training
- This is an entry-level position in the Water/Wastewater System Operator.
- Will learn Bear River’s infrastructure, systems, and facilities, use of tools and equipment, and a wide variety of practices and procedures.
- This positions classification level will be in a training capacity, and does not require significant previous work experience in the applicable field.
- This position will be working alongside the Director or Operator with the day to day operations listed below.
- Other duties as assigned.
Water/Wastewater Operator
- Performs semi-skilled and skilled work in the operation and maintenance of facilities and equipment utilized in the production, treatment, distribution and collection systems.
- Inspects wells, storage facilities, fire hydrants, pumps, motors, generators, chemical feeders, chemical tanks, valves, electrical and electronic controls, recording and measuring devices, and related equipment; performs preventative maintenance as required.
- Maintains pumping stations and performs preventative maintenance on drum screen, disc screen, blowers, motors, pumps, gauges, tanks and related equipment.
- Collects and records flow, pressure, gauge readings, well levels, and sample test results; performs field testing such as chlorine, pH, and temperature with portable measuring devices.
- Controls proper chemical dosage rates in treatment and distribution system.
- Responds to and documents water quality complaints in the water distribution system.
- Maintains landscape and performs maintenance around reservoirs, wells, tanks and associated facilities; keeps sites in a clean and orderly condition.
- With supervision, make chlorine dosage decisions using SCADA (supervisory control and data acquisition); maintains or adjusts system flow and pressure to meet consumer and fire flow demands and maintains minimum pressure requirements.
- Performs bacteriological water sampling and prepares collected samples for transport; collects water samples as required for maintaining water quality compliance with the Region 9 Environmental Protection Agency. Collect wastewater samples and prepare collected samples for transport.
- Reports unusual conditions and notifies supervisor of the need for any repairs.
- Excavates to install, maintain, and repair water pipelines using proper methods.
- Water/Wastewater line replacement or repair up to the water meter (sidewalk).
- May perform construction activities such as repairs and replace asphalt or concrete, and minor carpentry.
- Works in confined space environments such as vaults, tanks and pits; uses air monitoring equipment to detect unsuitable air quality.
- Reads and interprets plans and specifications; maintains associated records as required.
- Respond and assist during emergency basis.
- Utilizes safe work practices, including safety precautions for operating power equipment, working in traffic and under hazardous conditions.
- Frequently uses a personal computer, tablet, phone or related electronic equipment to assist with the logging and/or tracking of daily work hours; maintains other work-related records as needed.
- Routine maintenance of water/wastewater lines (flushing exercise valves);
- Operate company vehicles may include quad, genielift, tractor, excavator;
- Responds and resolves customer complaints;
- Performs other duties as assigned.
AUTHORITY/SUPERVISORY RESPONSIBILITIES: Water/Wastewater Operator will have supervisory authority in the absence of the Director.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION/EXPERIENCE: Water/Wastewater Operator-In-Training
- Must be eighteen (18) years of age.
- Must have a High School diploma or its equivalent.
EDUCATION/EXPERIENCE: Water/Wastewater Operator
- Must be eighteen (18) years of age.
- Must have a High School diploma or its equivalent.
- Must have one (1) years of experience in Water/Wastewater.
- Must have one (1) years of Supervisory experience.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Shall possess a valid driver's license and be insurable by agencies insurance.
- Must provide or obtain CPR & First Aide certification within three (3) months of hire.
- Water/Wastewater Operator-In-Training must obtain Water/Wastewater Operator Certificate within two (2) years of hire.
- Water/Wastewater Operator must have and maintain a Water/Wastewater Operator Certificate (ITCA).
COMPUTER OPERATIONS
- Intermediate personal computer skills, including electronic mail, routine database activity, word processing, spreadsheet, graphics, etc.
LANGUAGE SKILLS:
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.
MATHEMATICAL SKILLS:
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY:
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
OTHER SKILLS AND ABILITIES:
- Ability to operate standard office equipment (copier, fax, etc.).
- Must be able to work with American Indian people and be sensitive to their culture.
- Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
- Participate in proactive team efforts of Bear River Band of the Rohnerville Rancheria.
- Provide leadership to others through example and sharing of knowledge/skill.
- Must be able to work all shifts, weekends, holidays & special events as needed.
