Overview

IMPACCT Brooklyn, in partnership with BMS Family Health and Wellness Centers, Community Mediation Services (CMS), and Urbane Development, is seeking proposals from qualified consultants to oversee the East Brooklyn Workforce Empowerment Initiative.  This initiative aims to deliver transformative workforce development opportunities for justice-involved, neurodiverse, and high-need populations in East Brooklyn.

 

Background 

The East Brooklyn Workforce Empowerment Initiative is a comprehensive program designed to bridge systemic barriers to employment and promote economic mobility.  It will be anchored at the forthcoming BMS Workforce and Training Center and will feature:

- Two career tracks: Entrepreneurship and Real Estate Development

- Integrated wraparound services, including mental health support

- Hands-on internships, certifications, and mentorship

- Robust community partnerships and localized curriculum

 

Scope of Work

The Consultant will report to IMPACCT Brooklyn's Chief Program Officer and will be responsible for:

Project Planning & Implementation:

- Define project goals, scope, and deliverables with coalition partners.

- Develop a comprehensive 18-month project work plan and timeline.

- Coordinate pre-development activities, including curriculum adaptation and stakeholder engagement.

 

Partner Coordination:

- Manage communication among IMPACCT, BMS, CMS, and Urbane Development.

- Facilitate regular coalition meetings, ensuring accountability and milestone tracking.

- Support partners in recruitment, training, internships, and wraparound services.

 

Program Oversight:

- Track progress on deliverables and outcomes such as pilot launch and participant certifications.

- Supervise consultants and subcontractors as needed.

- Ensure alignment with grant-funded objectives regarding budgeting and reporting.

 

Evaluation and Reporting:

- Lead data collection and program evaluation efforts.

- Prepare narrative and financial reports for funders and other stakeholders.

- Utilize data to enhance program design for scale and sustainability.

 

Stakeholder Engagement and Communication:

- Serve as the main contact for community and institutional partners.

- Present program milestones to funders, public stakeholders, and media outlets.

- Support marketing and culturally relevant outreach efforts.

 

Funding & Sustainability:

- Identify ongoing funding opportunities post-pilot.

- Collaborate on building a sustainable financial model.

- Assist in grant writing and funder engagement.

Qualifications

Qualifications

- Bachelor’s degree in Public or Business Administration, Social Work, Urban Planning, or related fields; Master's degree preferred.

- Minimum of 4 years of experience in managing complex, multi-partner workforce or community development programs.

 - Strong knowledge of workforce development, entrepreneurship, or real estate training programs.

 - Proven project management, budgeting, and strategic planning skills.

 - Excellent interpersonal and communication skills.

 - Experience working with justice-involved, neurodiverse, or marginalized populations.

 - Familiarity with East Brooklyn communities is strongly preferred.
