Job Summary
This is professional work in supporting the Parking & Grounds Transportation Manager in all aspects of parking and ground transportation activities, including but not limited to, on and off airport parking, shuttle bus operations, taxi and shuttle concessions, valet, and frequent parking programs at the Jacksonville Aviation Authority (JAA). Work requires in depth knowledge of the policies, regulations and procedures that support the efficient and safe operation of JAA’s parking system. Contact with others requires courtesy, tact, and assertiveness in explaining and enforcing parking regulations, engaging with vendors, and resolving complaints. The work is performed primarily in an office environment but may require interaction in the field. Operates personal computers, other standard office equipment, and vehicles, as necessary. Work is performed under limited supervision. Work assignments are subject to established procedures, practices, and well-defined policies. Employee plans work, organizes the work, determines priorities, and is responsible for determining how expected results are achieved. Work is reviewed in terms of feasibility and compatibility with other work projects, and effectiveness in achieving expected results.
Essential Functions
- Oversees the management of commercial ground transportation functions, including processing and issuing permits throughout the year.
- Manages and evaluates the day-to-day activities of the Parking Facility Cleaning contract.
- Ensures the proper cleanliness, safety, and security of all parking facilities for customers and employees by routinely inspecting and maintaining documentation of parking inspections.
- Monitors and evaluates the day-to-day activities and approves Parking Badges.
- Oversees the Courtesy Parking, Frequent Parker & Premier Parking Programs.
- Assists the Parking Manager in planning, conducting, and evaluating parking counts, utilization, transaction, and revenue data through regular audits of parking facilities and parking revenue collection.
- Assists the Parking & Grounds Transportation Manager and actively participates in planning and developing parking programs, policies, and procedures.
- Responds to inquiries and complaints regarding parking services, procedures, and facilities.
- Maintains, and updates property management system records to include leases, permits, insurance documents, revenue documents, drawings, and specifications.
- Assumes responsibilities of Parking & Grounds Transportation Manager, as delegated from time to time.
- Establishes and ensures adherence to the JAAs policies and procedures regarding parking and ground transportation activities.
- Monitors and adjusts operations to improve efficiency, reduce risk and/or improve customer experience.
- Ensures programs adhere to applicable federal, state, and local regulations and guidelines.
- Assists with other Business Development and Lease Administration activities and initiatives, as assigned.
- Performs other related work as required.

- Experience in parking & ground transportation.

- Ability to write logical, comprehensive, concise reports and correspondence.
- Ability to multi-task and prioritize so that deadlines are met timely and accurately.
- Ability to establish and maintain effective working relationships with the public, vendors, current and potential customers, appointed officials, government agencies and co- workers.
- Working knowledge of Microsoft Office and Adobe Acrobat software applications.
- Ability to learn Oracle, Amadeus PROPworks®, and other software applications used at JAA.
- Ability to learn and use the TIBA Parking System.
- Ability to work with others in a team environment.
