POSITION SUMMARY  

The Leasing and Marketing Director is responsible for all pre-development activities such as document preparation, overseeing the timely and effective lease-up of new construction affordable housing communities, managing the work and performance of direct reports. In addition to leasing activities, they also assist management with technical and administrative support as well as applicant retention strategies.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

LEASING AND ELIGIBILITY

 

  • Leads lease-up efforts for multiple new communities simultaneously, including pre-leasing strategies, marketing rollouts, and coordination with development, property management and multiple other internal departments. 
  • Creates and manages the timeline for lease-ups and applicant certification and ensures full file approval is achieved; all units are assigned and 100% occupied/program eligible.
  • Development of the marketing and lease-up budget in coordination with ADPO, Regional Director and Vice President of Property Operations.
  • Participate in the selection of the lease up team for each new community.
  • Trains and support on-site leasing staff to ensure consistent messaging and customer service excellence. 
  • Coordinates the update of all information for lease ups, new development and acquisition properties including but not limited to unit availability, tenant selection criteria, marketing, income limits, contact information etc. on Eden’s website and internal contacts / shared document sources.
  • Creates and oversees all marketing efforts including mass mailings and other forms of communication with applicants and third parties on an on-going basis.
  • Oversee community outreach and align marketing plans to enhance visibility and engagement for new and existing properties. 
  • Sets up Rent Cafe for each property prior to initial marketing begins. 
  • Prepares weekly leasing reports for properties in construction. 
  • Generates and issues leases and addenda for approved applicants.
  • Conducts applicants’ interviews and processes files
  • Oversee the coordination of reasonable accommodation requests in partnership with the Section 504 Coordinator
  • Leads weekly development/project/lease-up watchlist with regard to reporting on leasing activities and schedules.
  • Reviews all city/state and federal regulatory agreements, requirements and restrictions to ensure compliance.
  • Conducts applicant appeals and provides written determination for final denial/ withdrawals.
  • Conduct quality control file audits to assess the aptitude and quality of the team’s work.
  • Periodically audits lottery, waitlist and operating procedures to ensure equity, consistency and quality control.
  • Analyze market trends, demographic data, and competitor activity to inform leasing strategies. 
  • Manage vendor relationships for marketing services, signage, and promotional materials. 
  • Promotes new construction properties and conducts community outreach including mass mailings, flyer distribution and other forms of communication with applicants and third parties.
  • Conducts applicant lottery drawing and assigns applicants to units.
  • Make and implement recommendations for leasing specials, when necessary and based on market conditions.
  • Reviews all rental applications, leases and addendums for accuracy and completeness, and for conformance to Eden Housing’s Resident Selection Policy.
  • Collaborate with internal teams to ensure readiness of leasing offices, model units, and marketing materials prior to community openings. 
  • Participates in every new community’s move-in orientation. 
  • Maintains congenial relationships with all residents, is understanding of and sensitive to cultural background, economic status, those with special needs, and adheres to Fair Housing, Equal Employment and Equal Housing Opportunity requirements. 
  • Other duties as assigned.

 

ADMINISTRATIVE, TECHNICAL AND SOFTWARE SUPPORT

 

  • Coordinates the initial property setup for new projects in Yardi Voyager, Rent Cafe and coordinates the setup of Yardi RightSource with Compliance.
  • Partners with Director/ Compliance leadership to update key policies.
  • Enforces the timely entry of data on the leasing tracker including applicant interface, pending documents, deposits and other leasing deliverables.
  • Consolidates and transfers applicant data in preparation for a Limited English Proficiency study for new construction properties.
  • Responds to data requests and dissemination of internal reports.
  • Manages and maintains the lottery for newly leased properties and ensures the residual applicants/ waitlist is entered into Yardi within one week of achieving 100% occupancy.
  • Oversee third party file audits and oversees file corrections as necessary for all new lease-up and rehab initial certification files.
  • Ensure permanent resident files are created following Eden’s standards.

EXTERNAL PARTNERSHIPS

 

  • Ensures compliance with financial partner requirements, and requests for information to include but not limited to the preparation and submission of reports in an accurate and timely manner.
  • Prepares and reviews internal reporting and reports for investors/regulatory agencies throughout the lease-up period.
  • Facilitates informational community meetings to inform the public of the application intake and interview process.
  • Tracks and ensures the timely execution of Requests for Tenancy Approvals (RFTA) Housing Assistance Payment (HAP) contracts and acts as the primary liaison to the Housing Authority in each locality.
  • Provides additional support to senior level Property Management, Compliance and Asset Management staff on special projects relating to lease-up, resyndication and rehab processes.
  • Other duties as assigned.

 

SUPERVISORY RESPONSIBILITIES

 

  • Oversees the Senior Roving Manager directly and indirectly supports the Roving Manager team.
  • Ensure all staff adheres to fair housing laws.
  • Supervises or completes timely and accurate income qualification/ recertification of all applicants and residents within established regulatory guidelines.
  • Interviews, hires, trains, evaluates, motivates, disciplines, and terminates Leasing and Rehab team members in accordance with Eden Housing Personnel Policies.
  • Conducts the introductory and annual evaluation of staff and sets goals for the staff in accordance with departmental goals and objectives. Recommend promotions, salary adjustments and disciplinary actions. 
  • Ensures appropriate staff development and/or training, including his/her own.
  • Completes Workers Compensation reports for injured employees according to Eden Housing policies and procedures.
  • Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in marketing, Business Administration, Real Estate, or related field (preferred). 
  • 7+ years of experience in leasing, marketing, or property management, with at least 3 years in a leadership role. 
  • Proven experience managing lease-ups for new residential communities, preferably in affordable housing. 
  • Knowledge and experience with TCAC, HUD, HCD, RHCP, MHP, CalHFA and HOME Occupancy and Compliance regulations required.

Qualifications

CERTIFICATES, LICENSES, REGISTRATIONS

  • Current Fair Housing Certification at the time of hire.
  • Current HUD certification at the time of hire.

LANGUAGE, MATH & REASONING SKILLS

Ability to comprehend and refer to computer manuals, Housing and Urban Development regulations, California Tax Credit Manual, and other agency regulatory manuals and agreements. Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from supervisors, managers, and the general public. Ability to work with mathematical concepts such as probability and statistical inference.   Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.  Able to analyze and review financial data.  Highly accurate in mathematical computations.
