We are currently seeking a qualified Construction Analyst or equivalent professional to join our team in support of HUD’s Indian Housing Block Grant (IHBG) Competitive Program Evaluation. This is a unique opportunity to contribute to a federally mandated research project with national significance and direct impact on Tribal housing policy.
Position Overview
The Construction Analyst will play an integral role in a multidisciplinary research team tasked with evaluating the outcomes, implementation, and future direction of the IHBG Competitive Grant Program. This role involves simultaneous work across several project components, including data collection, construction project analysis, financial tracking, qualitative research, and collaborative report writing.
This role is ideally suited for candidates with experience in federal housing programs, construction finance, program evaluation, and research design.

Construction & Financial Analysis

Evaluate construction projects funded by IHBG Competitive grants—including cost, timeline, project type, and implementation model

Compare outcomes between competitive and formula-funded projects, including differences in financing, housing quality, and awardee types

Data Collection & Management

Report Development & Synthesis

Stakeholder Engagement & Communication

Support communication with Tribes, HUD ONAP staff, and other stakeholders throughout the evaluation

Participate in briefings and presentations summarizing research progress and findings

Project Coordination

Work collaboratively across team leads responsible for project management, qualitative and quantitative analysis, housing policy, and program evaluation

Contribute to meeting deadlines within a 31-month period while maintaining high standards of research rigor
