The Opportunity: We are seeking to hire an on-site Director of Information Technology to oversee and administer the Agency’s computer information platforms, technology and strategies, as well as the medical records department. Direct and implement information technology operations through information system architecture planning and implementation, policy and procedure development and implementation, system security management and implementation, project management, software and hardware maintenance, and reporting and data collection. Act as the Agency’s HIPAA Privacy Officer and HIPAA Security Officer. Manage assigned staff.
What You'll Do:
• Plan and implement computer system architecture.
• Participate in the development and implementation of Agency strategic and tactical plans.
• Participate in Performance Improvement and Executive Council processes to determine correlation with current information systems’ resources and to determine future information systems’ resources and hardware/software needs. Identify and document enhancements to the information systems that improve the usefulness of the systems.
• Manage information technology projects. Document information technology requests and develop implementation plans. Review status of projects with stakeholders to elicit project deliverable requirements and obtain acceptance of finalized project deliverables. Document completion status of projects and performance metrics regarding completion of project tasks.
• Manage assigned staff directly or through supervisory team. Monitor production and results, and ensures work complies with Agency policy, standards and performance expectations. Maintain responsibility for the effective and efficient operation of the Agency’s information technology functions.
• Maintain authority to recommend for hire staff for approved vacant positions. Determine performance standards and appraise employee performance. Recommend pay promotions. Provide training and job coaching.
• Refer difficult, serious or sensitive personnel issues to the Director of Administration for guidance. Maintain authority to administer verbal and written reprimands and recommend suspensions and discharges. Resolve complaints and work issues. Monitor and control leaves and overtime in accordance with budgetary constraints.
• Develop and implement policies and procedures regarding agency information systems, technology and back-up disaster plans. Sets objectives for assigned staff, and designs systems, programs and processes in alignment with, and to support accomplishment of Agency’s strategic goals.
• Maintain responsibility for information technology security management.
• Create and monitor access accounts to information systems resources. Monitor performance and status of network firewall systems to ensure Agency’s computer network and contained data is secure.
• Monitor performance and status of antivirus application on servers and computer systems to ensure systems are updated and protected from malicious software.
• Configure and monitor email scanning service to reduce likelihood of introduction of malicious software into the email and computer systems.
• Monitor performance of data backup systems including monthly review of selected systems to ensure backup processes are operating as configured, randomly restores data backups to ensure recoverability of the data.
• Participate in Agency committees such as, Compliance, Outcomes, and Research (COR) Committee, Quality Improvement Committee (QIC) to identify information system resources needed to meet committee purpose and recommendations.
• Provide electronic health record systems security, HIPAA security and information systems navigation training to Agency’s staff.
• Develop information technology policies and procedures. Review existing and new regulations with respect to HIPAA, PCI compliance; CARF; and Electronic Record Certification.
• Review existing and new State and Federal regulations and laws and revise policies and procedures in accordance with changes.
• Review existing practices to determine if existing procedures need to be revised to bring policies and procedures into line with current practice.
• Administer Agency’s information technology software systems. Monitor and review current performance status of software systems. Determine impact of various software systems’ patches/updates on current system environment and direct installation of software updates to computer systems. Install software updates to server systems.
• Administer Agency’s information technology hardware asset management and system configuration. Monitor status of hardware systems and determine replacement schedule for hardware. Solicit funding to replace outdated hardware system. Install, configure, and implement new hardware systems.
• Monitor and address compliance to HIPAA privacy policy as it relates to protection of and authorized disclosures of protected health information.
• Monitor and address compliance to HIPAA security policy as it relates to transmission of protected health information via unsecured mechanisms, storage and maintenance of protected health information outside of authorized storage, and transfer of protected health information from electronic and printed media.
• Maintain confidentiality of confidential and sensitive information.
• Work assigned schedule and manage schedule in a professional and responsible manner. Exhibit regular and predictable attendance and work outside of normal schedule as needed to meet workload demands.

What We’re Looking For:
- An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is: Bachelor’s Degree in Computer Science, Information Systems or other closely related field, and five to seven years experience in information system administration including management of technical staff.
- Applicant must successfully pass required criminal background check and drug test.
