JOB SUMMARY
The Philadelphia Department of Public Health (PDPH), through its Viral Hepatitis program located within the Division of Disease Control (DDC), works to prevent and address hepatitis B, C, and D by measuring their incidence and prevalence in Philadelphia; working with the medical community to improve reporting, clinical, and prevention activities; promoting best practices for people who have hepatitis A, B, C, or D to get tested, linked to care, kept in care, treated, and cured; and coordinating case management to reduce and address transmission from birthing person to babies.
The Senior Viral Hepatitis Epidemiologist provides high level epidemiological support and coordination of viral hepatitis surveillance activities within DDC. This role is responsible for the coordination of hepatitis B, hepatitis C, and hepatitis D data collection through electronic laboratory reporting mechanisms, patient and provider interviews and audits, and receipt of vital statistics and state data, as well as data management and analysis. These responsibilities will require close contact and collaboration with laboratories, providers, and the Pennsylvania Department of Health, along with PDPH Informatics and Epidemiology staff. The person filling this position is responsible for coordinating and completing data analysis to meet Viral Hepatitis Program goals and evaluate program performance.
This position will also supervise investigation staff and the Viral Hepatitis Epidemiology II staff, and coordinate data collection and outreach by these individuals. The Senior Viral Hepatitis Epidemiologist will also provide support and collaborate closely with the Viral Hepatitis Perinatal Program and the HCV/SUD program with the Substance Use and Harm Reduction (SUPHR Division). The position works very closely with epidemiology staff across PDPH, Viral Hepatitis Program staff, an external evaluator for project deliverables, DDC staff, Division of HIV Health (DHH) staff, the Division Director, and with laboratories and service providers to ensure consistency of reported data.

Responsibilities/Duties
- Supervise Hepatitis Investigators, Hepatitis Epidemiologist II.
- Develop, refine and perform data cleaning/quality assurance routines for viral hepatitis surveillance and investigation data to identify reporting, workflow, and data quality issues.
- Coordinate routine surveillance reporting activities including electronic laboratory reporting, collection of data from PA Dept. of Health partners, and collaboration with PDPH Informatics protocols and staff.
- Under the supervision of the Manager of the Epidemiology Unit, ensure Program collaboration and standardization with Division and PDPH activities.
- Support Data Modernization initiatives within PDPH and the Epidemiology Unit.
- Perform regular quality assessment and data cleaning processes of viral hepatitis surveillance data.
- Maintain data collection tools and processes with viral hepatitis investigators.
- Coordinate data collection, cleaning and analysis from surveillance-based activities including patient and provider investigations.
- Coordinate SUPHR collaboration including development of best practice and evidence-based methodologies for HCV/SUD care navigation and programming.
- Provide timely and regular data measurements for reporting to local and federal agencies.
- Perform regular matches between viral hepatitis data and other data sources (births, deaths, cancer registry, and other notifiable conditions) and conduct relevant analysis.
- Develop, refine and oversee production of regular reports on viral hepatitis data to monitor progress towards program goals.
- Coordinate with other Epidemiologists to execute program evaluation, data cleaning/management, and matching activities in a timely and constructive manner.
- Summarize analytic findings for presentation at scientific conferences and publication in technical and scientific journals.
- Assess and fulfill hepatitis data requests from outside (non-DDC) entities.
- Develop and conduct ad-hoc, non-routine analysis including ensuring that all appropriate steps are completed (IRB, etc).
- Support data coordination for project evaluations with external evaluating partners.
- Execute the development of HCV Elimination project deliverables and programming including a needs assessment, program intervention support, reports, data analyses, and partner-site support.
- Participate in emergency preparedness exercises and real response activities at the discretion of the Viral Hepatitis Manager and Division Director.
