Description

SNAP is seeking a qualified individual for a Director of Housing Services position to work in SNAP’s Housing Services Core. This position is full-time and open to all qualified individuals.

The Director of Housing Services is a member of the Executive Leadership Team and plays a key role in mission execution. We seek someone who brings a powerful combination of leadership, people skills, creativity, innovation, construction, project management, nonprofit experience and business savvy in residential construction and energy conservation who can hit the ground running.

Capable of acting at both the strategic and tactical levels in a complex, highly regulated environment, the Director manages a $9+ million annual budget and oversees four direct reports and approximately 30 employees across three programs: Weatherization, Home Repair and Rehabilitation, and Energy Conservation Education. In 2024, the team completed more than 293 home repairs, weatherized more than 293 units, and completed major rehabs on more than 16 homes.

This position reports to the Chief Operating Officer (COO). The ideal candidate is an accomplished professional and seasoned people manager who has experience with risk management thinking, problem solving as well as knowledge of home rehabilitation, weatherization and energy conservation. They radiate confidence, compassion, approachability and possess exceptional judgment, strong interpersonal skills with a calm presence.

 

Position Summary: Responsible for the leadership and operation of the Housing Services Core, including housing rehabilitation and repair, weatherization, and conservation education programs. Centers equity in decision-making and strategically plans for the future of the Core and programs. Works collaboratively to advocate for and support wraparound services for clients.  

Principal Duties and Responsibilities:

  1. Supervise the development, delivery, and evaluation of housing services programs at the service delivery level. Actively works on process improvement for programs and services. Provides technical, financial, and staffing oversight to all Core programs. Guide team on delivery of services that are in line with agency initiatives on equity, diversity, and inclusion.
  2. Design staffing plan for the Core that addresses current and future needs. Selects, trains, supports, supervises, and evaluates assigned staff. Ensure team members receive job-related orientation and training.  Assist managers in the selection, training, and evaluation of personnel performance.
  3. Establish clear expectations for performance, support employee professional development, and hold employees accountable for their work performance, processes, contracts, and results.
  4. Create and manage complex budgets from multiple funding sources in accordance with contractual requirements. Ensure expenditures are within budget. Communicates financial position with the leadership team frequently and uses financial review to make data-driven decisions. Authorizes purchases in accordance with agency policies and procedures. Performs monthly salary allocations.
  5. Research opportunities for and complete grant award proposals. Works closely with team members to explore and develop resources, grants, and programs targeted towards the needs of their operations.
  6. Create a culture that allows for innovation and implementation of strategic initiatives. Stay connected to changes in the field and with funders that impact Core work. Seek opportunities for process improvement within program operations.
  7. Establish and maintain productive working relationships with federal, state, and local government officials, community representatives, and other service providers.  Serves on appropriate committees as assigned.
  8. Serve as the subject matter expert on all program contracts. Review contracts in detail and ensure compliance. Ensure required reports are completed.  Act as liaison between SNAP and contracting agencies.
  9. As approved by the CEO, review and comment on proposed city, county, state, and federal rules and regulations. Advocate for funding, services, and polices that assist low-income and vulnerable people to have economic opportunities as well as the opportunity for decent, safe, and affordable housing. 
  10. Coordinate program services with the other core service areas of the agency. Works collaboratively with the Executive Team to address service gaps and achieve comprehensive, wraparound service delivery for clients.
  11. Investigate and resolve complaints regarding Housing Services programs. Handles escalated client concerns. Respond to crisis needs and situations in a way that upholds SNAP’s values.
  12. Serve on the agency Executive Team. Bring the Core perspective to the Executive Team and relay Executive Team and agency direction back to the Core during regular all-Core team meetings.
  13. Know, support, and ensure understanding and compliance with Agency and program policies and procedures, and regulations within which the Agency must work. 
  14. Create and maintain a job-specific desk manual detailing the positions’ day-to-day responsibilities.  Ensure that staff within the Housing Services Core also create and maintain these books, as well as required contract notebooks and procedural manuals.
  15. Support Agency education, promotion, and fundraising efforts by participating in events. Represent SNAP with the media as directed by the Communications Team. Seek ways for Core to support the growth of flexible funds, benefiting the agency.
  16. Hold the Housing Services core accountable for providing excellent customer service. Provide customer service training opportunities as needed.
  17. Complete assigned tasks and perform other duties as assigned or as the situation dictates.
  18. Within the stated context of the stated principal job duties, serve as an ambassador of SNAP’s mission and values.

 

Qualifications

Requirements:

Education and Experience

REQUIRED: Some combination of education and experience totaling 14 years in one of the following job-related areas: weatherization, residential construction, and/or construction project management. Must have a minimum of six years of supervisory experience.

Preferred: Master's degree and ten years of experience in the administration of non-profit construction-based programs, including a minimum of 10 years of supervisory experience.

Knowledge, Skills, and Abilities

  • Ability to empathize with and advocate for low-income and vulnerable people, and to maintain confidentiality with personal information
  • Excellent managerial skills, including planning, delegation, active listening, time management, staff selection, supervision, and conflict resolution
  • Budgeting and financial review skills and the ability to make decisions based on financial data.
  • Understanding of contract language and the ability to interpret regulations.
  • Knowledge of residential construction, current building codes, all phases of weatherization, and construction project management.
  • Ability to conceptualize solutions to complex problems and to design and establish programs to meet current needs. Ability to work collaboratively with the Housing Services leadership team.
  • Ability to successfully research, write, and package grant proposals
  • Exceptional interpersonal skills with an emphasis on effectively promoting a team environment, working with diverse populations, and the ability to speak publically
  • Excellent organizational skills with the ability to coordinate workflow and manage complex budgets
  • Proficient (beyond beginner-level) in computer operations, Microsoft Office, and database applications. Salesforce experience is a plus.
  • Ability to use diplomacy and tact to establish and maintain relationships with community members, local/state/federal funders, public organizations, and volunteers.

Training and Certifications

  • Ongoing professional development training in Weatherization, Home Rehabilitation, and related fields.
  • Required safety training.
  • Driver’s license, satisfactory driving record, insurance, and personal vehicle for Agency business (mileage reimbursed)

Work Environment/Physical Activities:

Work is generally performed in an office environment. The position involves frequent local travel, with mileage reimbursement, to neighborhoods, government offices, weatherization job sites, and other work-related sites. Some domestic travel is required.
