POSITION SUMMARY: The Elderly Center Director is responsible for the overall administration, supervision, and coordination of all services and activities provided to the tribal elders through the Comanche Nation Elderly Center.  The Director ensures that programs promote the health, safety, and well-being of the elder population while upholding cultural values and maintaining compliance with all tribal, federal and state regulations.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversee daily operations of the Elderly Center, including meal services, transportation, wellness activities, and cultural programs.
  • Develop and Implement program goals, objectives, and strategic plans aligned with the mission of the Comanche Nation.
  • Manage and supervise staff performance, conduct evaluations, and provide ongoing training and development.
  • Prepare and manage the program’s annual budget, including expenditure tracking and financial reporting.
  • Ensure compliance with federal programs such as Title VI, Nutrition Services, and other elder care-related grants.
  • Maintain accurate records of elder services, participation, and incident reports in compliance with grant requirement and tribal policy.
  • Plan and coordinate cultural events, health fairs, educational workshops, and recreational activities for elders.
  • Advocate for the needs of tribal elders and serve as a liaison with health agencies, local organizations, and tribal departments.
  • Submit timely reports to the funding agencies.
  • Ensure the Elderly Center is a safe, respectful, and welcoming environment.
  • Support emergency management preparedness for elder populations, including weather-related closures and safety procedures.
  • Provide hot nutritional meals on daily basis to elders (62) years of age and older in congregate setting and to provide home deliver meals to homebound elders who are frail/disabled.
  • Maintain records for files, participant logs, sign in sheets for meal count, intake forms and deliver of meals.
  • Works in coordination with Indian health Service Staff (PHN), CHR’s and health care organizations to provide monthly health screenings to elders, and with the State Title II Programs for information on available resources, referral services and conferences and attends monthly OIOA meetings and workshops.
  • Coordinates with other agencies in the provision of two nutrition education type meeting per year for 50 elders, to be held between, April 1, to March 31 each year.
  • Coordinates with elders, tribe and other program in service area to schedule two social and recreation type activities each month that include, birthday parties and holiday celebrations and two activities a year that include cultural or field trips to other Title VI Programs, and to the State Fair. (CHR will accompany the elders on each trip to be available in case of emergency.)
  • Provides transportation assistance for elders to and from the center, post office, bank, grocery store, and clinic. Transportation to the clinic will be available only if the CHRS cannot transport and the transport time does not interfere with elder noon meal deliveries.
  • Complies with the most recent Dietary Guideline for Americans (DGS), published by the Secretaries of DHHS and the Department of Agriculture, respectively and maintain a cycle Menu Plan approved by Dietitians/Nutritionist from Indian Health Service.
  • Submit monthly Program Narrative Reports, on a timely basis, to the Comanche Business Committee and the Tribal Administrator for staff’s activities, i.e., attendance at trainings, conferences, meetings to discuss program’s goals and objectives and workshops, listing the names, dates who attended and the purpose.
  • Prepare and maintain records logs of two title VI Reports that are completed and submitted online to Washington D.C. on an annual basis, i.e., Program Performance Report (PPR) that covers Parts A, B and C of the Program and SF-425 Financial Status (FSR).
  • Provide employment with (NICOA), National Indian Council on Aging Program with a preference for older American Indians, Alaska Natives or Native Hawaiians. To be eligible, participants must be fifty-five years of age or older and meet requirements. 
  • Conduct a needs assessment to determine the needs related to the Title VI Program operations prior to developing and completing the three-year grant application. Other duties as assigned.
  • Maintain confidentiality and uphold ethical standards in all interactions.
  • All other duties assigned.

 

REPORTS TO: Will be reporting to the Tribal Administrator. Will supervise Head Cook, Caregiver Coordinator, NICOA employees, van driver and various other support staff to the Elder Center.

 

PHYSICAL DEMANDS: Requires lifting of supplies up to 25lbs and assisting with event setup.

 

WORK ENVIRONMENT: Office and activity center setting. Occasional travel for conferences, elder-related events, or possible home visits.

 

QUALIFICATIONS:

  • Graduate from an accredited college or university with a B.S. Degree in Social Work, Gerontology, Public Administration, or a related field. (Relevant experience may substitute for education on a year-to-year basis.)
  • Minimum of three (3) years of preparation of meals for group over one hundred (100) in number.
  • Must have three (3) years or more experience of working with elders.
  • Minimum of (3) years of supervisory or administrative experience in elder care, social services, or community programming.
  • Knowledge of aging-related issues, elder rights, and public assistance programs.
  • Strong organizational communication, and interpersonal skills.
  • Ability to work independently and make sound decisions under pressure.
  • Must possess knowledge, skills and ability to develop and complete grant applications for funding.
  • Have knowledge of purchasing principles, portion control, work simplification and special work duties in a large facility.
  • Does not possess any felony convictions.
  • Must be able to pass a drug screening test and a background check.
  • Must have a current valid Driver’s License and be insurable with the Comanche Nation Headquarters Insurance.
  • Preferred experience in a tribal government or with Native American elders.
  • Preferred experience with grant writing and reporting experience.
  • Preferred knowledge of Comanche culture and language.
