GENERAL:

The employee will support the City of Rock Springs mission “To provide all individuals, through the combined efforts of city government and the people it serves, an effective, efficient and productive form of government, while promoting an enhanced quality of life, open communications and economic growth”.

JOB SUMMARY:

Under direction, to perform technical electrical and building inspection work in enforcing compliance with electrical and building codes, regulations and ordinances.  Coordinate activities with other divisions, outside agencies, and the general public; and to provide highly responsible and complex staff assistance to the Chief Building Inspector. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Performs a variety of duties including, but not limited to:

1. Exercises supervision over professional, technical and clerical staff as required by the Chief Building Inspector.
2. Review plans and applications for field inspection; inspect industrial, commercial and residential electrical installations and related buildings and equipment during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances and regulations including National Electric Code, Building Code, Plumbing Code, International Mechanical Code, City ordinances, and other City departments' requirements; check plans for special conditions or requirements an existing Building Code.
3. Receive complaints of electrical, building, plumbing, and mechanical code and ordinance violations; investigate or forward complaint to appropriate personnel.
4. Identify code violations; obtain and prepare evidence; issue notices to comply on violations; follow-up on correction notices to ensure required corrections have been performed; maintain records of history of facts for possible legal actions.
5. Coordinate inspection activities with other City departments and divisions as required; ensure all departments' requirements are met before issuing certificate of occupancy.
6. Approve the issuance of building permits; compute permit fees; issue building permits.
7. Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions.
8. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of electrical inspection.
9. Provide staff assistance to the Chief Building Inspector; prepare staff reports and other necessary correspondence. 
10. Prepare, update, and enforce the city fire codes, ordinances, and standards; develop and implement a comprehensive code enforcement program as it pertains to permitted work.
11. Enforce necessary regulations with firmness and tact while exercising good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
12. Maintain accurate and complete files, report, schedules, recommendations and other administrative records for all inspection activities and findings. 
13. Perform other duties and responsibilities as assigned. 

ABILITIES AND REQUIREMENTS

Has the knowledge, skills and ability to:

1. Understand, interpret and apply materials, principles, plans, practices and techniques used in the design, construction, installation, and maintenance of a variety of electrical installations and equipment as it pertains to electrical code and inspections.
2. Understand and apply major types of building construction materials and methods.
3. Understand, interpret and apply building related codes and ordinances enforced by the City, including the International Building, Fuel Gas, Existing Building, Plumbing and Mechanical Codes and National Electric Code.
4. Understand, interpret and apply Accepted safety standards and methods of electrical installations and building construction for commercial, industrial and residential buildings.
5. Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations and standard electrical installation and construction practices.
6. Advise on standard electrical system installation methods and requirements for residential, commercial and industrial buildings.
7. Enforce necessary regulations with firmness and tact.
8. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
9. Use modern office procedures, methods, and equipment including computer equip­ment and applicable software programs. 
10. Ability to work collaboratively and communicate clearly and effectively, both orally and in writing, with staff, City Officials, outside agencies and the general public. 
11. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work including, but not limited to employees, vendors and the general public.
12. Interpret, apply, develop and respond to questions regarding pertinent Federal, State, and local laws, codes, and regulations including administrative and departmental policies and procedures.
13. Research, compile, analyze, interpret and prepare a variety of fiscal, statistical and administrative reports.
14. Maintain confidential data and information.
15. Utilize materials, principles, and practices used in the design, construction, installation, and maintenance of a variety of electrical code installations and equipment.
16. Utilize mathematics including standard applications of arithmetic, algebra, and geometry in industrial, commercial and residential building design.
17. Utilize safe driving principles and practices.
18. Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations, and standard electrical code installation and construction practices.

EXPERIENCE AND TRAINING

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying.  A typical way to obtain the knowledge, skills, and abilities may be:

            Experience:

            Five years of increasingly responsible inspection experience. 

            Education:

            A high school diploma required, along with the completion of a full electrical apprenticeship.     

            License or Certificate:

            Possession of a valid Wyoming driver's license.

            Possession of a Journeyman or Master Electrician License issued by the State of Wyoming (Master Preferred).

            Possession of International Code Council Commercial Electrical Inspector  

Preferred Additional Certifications:

International Code Council Fire Inspector I or II

International Code Council Fire Plans Examiner

International Code Council Commercial Building Inspector

International Code Council Commercial Building Plans Examiner

PHYSICAL DEMANDS

Essential duties require the following physical skills and work environment:

            Ability to sit, stand, walk, run, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 75 lbs.; exposure to cold, heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for shift work, on-call, and stand-by.
