ABILITIES AND REQUIREMENTS
Has the knowledge, skills and ability to:
- Perform the operations, services, and activities of the plans examining and permit issuance program.
- Understand, interpret and apply building related codes and ordinances enforced by the City, including the International Building, Fire, Existing Building, Fuel Gas, Plumbing, Mechanical Codes and National Electrical Code.
- Understand, interpret and apply principles, techniques and technical knowledge used in plans examining work to ensure proper inspection and examination of workmanship and materials and detect deviations from plans, regulations and standard construction practices.
- Understand and apply principles of structural design and engineering mathematics.
- Understand and apply major types of building construction materials and methods.
- Understand and apply accepted safety standards and methods of building construction.
- Read and interpret building plans, specifications and building codes to ensure construction systems conform to City Code requirements.
- Enforce necessary regulations with firmness and tact.
- Use modern office procedures, methods, and equipment including computer equipment and applicable software programs.
- Ability to work collaboratively and communicate clearly and effectively, both orally and in writing, with staff, City Officials, outside agencies and the general public.
- Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work including, but not limited to employees, vendors and the general public.
- Interpret, apply, develop and respond to questions regarding pertinent Federal, State, and local laws, codes, and regulations including administrative and departmental policies and procedures.
- Research, compile, analyze, interpret and prepare a variety of fiscal, statistical and administrative reports.
- Maintain confidential data and information.
- Utilize mathematics including standard applications of arithmetic, algebra, and geometry in industrial, commercial and residential building design.
- Utilize safe driving principles and practices.
EXPERIENCE AND TRAINING
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities may be:
Experience:
Five years of increasingly responsible building inspection and plan reviewing experience.
Education:
A high school diploma required, and the possession of the equivalent to two years of college supplemented by extensive coursework in engineering, architecture, construction or a related field.
License or Certificate:
Possession of a valid Wyoming driver's license.
Possession of International Code Council Commercial Building Plans Examiner required.
Preferred Additional Certifications:
International Code Council Fire Inspector I or II
International Code Council Fire Plans Examiner
International Code Council Commercial Building Inspector
International Code Council Commercial Electrical Inspector
PHYSICAL DEMANDS
Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, run, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 75 lbs.; exposure to cold, heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for shift work, on-call, and stand-by.
