Position Overview:
We are seeking a motivated and experienced Business Development Manager with proven expertise in Municipal Utility District Development (MUDD) to drive utility service sales across Texas. The ideal candidate will possess in-depth knowledge of the MUDD process and maintain strong relationships within the municipal, utility, and land development sectors.
This role serves as a key liaison between WaterFleet and its current and prospective customers, providing informed, solution-oriented support across all stages of the customer journey. The Business Development Manager is expected to deliver exceptional customer service by leveraging comprehensive knowledge of our products and services, ensuring clear communication, and maintaining a high standard of responsiveness and professionalism.
Responsibilities include addressing inquiries, presenting tailored utility solutions, and resolving customer issues with urgency, accuracy, and efficiency. The position demands strong problem-solving skills, as the representative will often take the lead in troubleshooting and identifying root causes of service issues, while working cross-functionally to enhance the overall customer experience.
Success in this role will come through the strategic expansion of business opportunities, both by nurturing existing accounts and securing new clients in the utility infrastructure and MUDD development space. A proactive, customer-focused mindset and a deep understanding of the Texas utility landscape are critical to achieving results.

Responsibilities:
- Identify, pursue, and close new business opportunities in the utility infrastructure space (water, wastewater) focused on MUDD developments.
- Build and sustain relationships with developers, municipal officials, engineers, and utility districts.
- Participate in planning meetings, attend development reviews, and act as a liaison between clients and internal teams.
- Provide strategic input and market intelligence to guide business growth within the MUDD sector.
- Track relevant Texas regulations, permitting processes, and utility frameworks affecting MUDDs.
- Other duties as assigned.

Requirements:
- 3–7 years of experience in utility sales, business development, or municipal infrastructure.
- High School Grad; or GED
- Valid US driver’s license and strong driving safety record (no more than 2 moving violations in previous 3 years).
- Acceptable background check, clear of DWI convictions, for the last 5 years.
- Foster teamwork and collaboration within and between department(s)

Qualifications:
- 3–7 years of experience in utility sales, business development, or municipal infrastructure.
- Direct experience with MUDD projects in Texas is required.
- Strong understanding of land development cycles, municipal utility structures, and public-private partnerships.
- Proven track record of managing long sales cycles and closing deals in a complex regulatory environment.
- Willingness to travel throughout Texas (up to 40–60%).
- CRM proficiency (e.g., Salesforce, HubSpot). (Preferred)
- Knowledge of Texas Public Utility Commission (PUC) and TCEQ processes.
- Background in civil engineering, environmental services, or real estate development is advantageous. (Preferred)
