Positions Summary:

This role is responsible for overseeing technical delivery across the entire MIDAS engineering landscape, including development, DevSecOps, QA, and cloud infrastructure teams. The Technical Director drives implementation quality ensures alignment to CMS security and compliance standards and leads technical coordination across workstreams.

Responsibilities: 

• Serve as RELI’s senior-most technical authority across the MIDAS program.
• Provide technical oversight and leadership for all DevSecOps, data engineering, testing, and cloud modernization activities.
• Coordinate cross-functional teams and subcontractors to align on development best practices, versioning, performance, and security.
• Drive technical planning and execution across modernization initiatives including EMR to Databricks and SAS to Databricks migrations.
• Interface directly with CMS stakeholders, including MITG, OPDAC, and OIT, to align program roadmaps and respond to evolving technical requirements.
• Lead resolution of critical technical issues impacting delivery or system stability.
• Support the creation and maintenance of key artifacts including system design documents, data flow diagrams, infrastructure plans, and security compliance packages.
• Evaluate emerging technologies and recommend improvements for scalability, performance, and innovation.

• Bachelor’s degree in computer science, Information Systems, Engineering, or related field (Master’s degree preferred).
• 5+ years of technical leadership experience supporting complex enterprise systems.
• 5+ years of experience supporting CMS programs or equivalent federal healthcare IT environments.
• Expertise in cloud-native architectures (AWS preferred), data lakehouse, microservices, and DevSecOps toolchains.
• Hands-on experience with Databricks, EMR, Spark, Redshift, and modern data processing frameworks.
• Deep understanding of federal security standards (e.g., FISMA, NIST 800-53, CMS ARS 5.0).
• Demonstrated ability to lead technical teams in an Agile/Scrum/SAFe environment.
• Strong communication and client engagement skills, including the ability to brief senior leadership and CMS stakeholders.

Preferred Qualifications:

• AWS, Databricks, or similar certifications.
• Experience with Marketplace-related data systems, MIDAS, and related ACA systems.
• Familiarity with CI/CD pipelines, automated testing frameworks, and infrastructure-as-code (e.g., Terraform).
• Experience mentoring senior developers, cloud engineers, and security leads.

The annual salary range for this position is $100,000.00 to $140,000.00. Actual compensation will depend on a range of factors, including but not limited to the individual’s skills, experience, qualifications, certifications, location, other business and organizational needs, and applicable employment laws. The estimate displayed represents the typical salary range for this position and is just one component of the total compensation package for employees.
