General Summary:

This position works under the direction of the Chief Clinical Officer.  Has total responsibility for the effective and efficient operation of all outpatient, admissions and education.  Provides supervision for Behavioral Health Services of Arkansas (BHSA) outpatient programs. Establishes and meets priorities and goals. This is a safety sensitive position. 

Duties & Responsibilities:

• Oversees development and monitors BHSA outpatient programs and policies to ensure compliance and the highest quality of care for patients.

• Ensures that clinical records are accurate, current, and meet Medical Assistance standards and Department of Human Services (DHS) licensing regulations.

• Demonstrates competency and effectiveness in delivering treatment program components, conducting specialized group, individual and family sessions, and providing crisis intervention when appropriate.

• Assure that a quality improvement program is implemented. Participates in and provides reports for the Performance Improvement Committee.

• Participates in internal/external committees and management team meetings.

• Provides consultation and support to team members as needed.

• Enters progress notes for all patients. Ensures progress notes are accurate, refer to problems identified on treatment plan, address current progress as related to treatment goals. Documents unusual incidents in patient file at the time it happens.

• Informs the Chief Clinical Officer, and other team members as appropriate, in a timely manner of all relevant political, financial, clinical, and liability issues.

• Maintains a reduced billing expectation in order to meet administrative duties.

Knowledge, Skills & Abilities:

• Strong written and verbal skills; ability to read, analyze and interpret professional journals, technical procedures and government regulations
• Ability to effectively present information and respond to questions from managers, patients, licensed associates and the general public
• Ability to define problems, collect data, establish facts and draw valid conclusions
• Basic understanding of calculation of figures

Education and/or Experience:

Must be a qualified mental health professional as defined by state standards.  At least two years’ experience post degree in mental health and utilization of community resources is preferred.  Strong management and leadership experience. Must have full knowledge of compliance and audit processes and be familiar with all aspects of outpatient services. Must have one of the following current credentials: Independent Behavioral Health licensure in Arkansas as a Licensed Psychologist, Licensed Clinical Social Worker (LCSW), Licensed Psychological Examiner – Independent (LPE-I), Licensed Professional counselor (LPC), Licensed Marriage and Family Therapist (LMFT). Prior experience in Outpatient Services required.

Physical Demands and Work Environment

Team members are required to sit, stand, talk, see, walk and reach with hands and arms. Must be able to personally restrain patients. Must maintain a current tuberculosis skin test. While performing the duties of this job, the team member is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.
