Position:

We're seeking a Regional Compliance Manager - Gulf Region to join our team. This role reports to the Senior Vice President, Maritime Operations.

 

Note: This position is a remote position in the Houston, Texas area and reports to the headquarters office in Dulles, Virginia.  

 

General Description:

Vast subject matter knowledge and experience in maritime requirements for marine compliance. Performs flag oversight activities of vessels and companies operating in the Gulf of Mexico, US Coast from TX to AL to ensure compliance with International Conventions and Liberian Maritime Laws and Regulations. Assists with vessel, company, and auditor compliance programs under direction of Senior Vice President, Maritime Operations.

 

Essential Duties and Responsibilities:

  • Perform and manage compliance inspections and audit activities on Liberian vessels, mainly, in the Gulf of Mexico region of the US;
  • Conduct Audits, Inspections, and investigations on behalf of the Liberian Registry to determine compliance of vessels with applicable sections of the IMO SOLAS and MARPOL conventions and Liberian Maritime Law;
  • Interface with USCG Marine Inspectors and PSC Officers when on board Liberian flagged vessels;
  • Participate in meetings with the USCG Sector staffs as needed to promote the Liberian Administration’s efforts and plans in ensuring compliance of Liberian flagged vessels in addition to marine safety and pollution prevention;
  • Assist and advise on matters related to Inspector Training including cross-training opportunities with PSC officers and training of Marine Inspectors;
  • Assist and advise on quality control/performance of contract inspectors;
  • Conduct oversight and training of inspectors/auditors’ activities to ensure continuous updating of their knowledge, as appropriate to the tasks they are authorized to perform;
  • Assist and advise Fleet Performance department in the decision-making process for actions to be taken related to operational controls;
  • Assist and advise on the updating of Liberian audit and inspections forms;
  • Assist and advise the Investigations department as it relates to content of investigation reports;
  • Conduct investigations of marine casualties and personnel incidents and prepares corresponding reports;
  • Review and analyze inspection and audit reports and other data related to Liberian vessel and company compliance and performance to identify improvements and assist vessel operators;
  • Assist the administration with all the matters related to LNG such as inspectors training onboard vessels, meetings, respond to any queries related this matter, produce policies, check list for inspections;
  • Provide training and/or oversee inspectors in the area; and
  • Performs other duties and projects as directed.

Qualifications

Experience, Education, and Certification

  • College Degree or equivalent with seagoing experience in the merchant marine, Navy or Coast Guard as an officer, rating or cadet, or as a class society surveyor, USCG PSC inspector, or equivalent
  • Maritime industry experience preferred
  • Previous training or experience with international regulations concerning Maritime Safety, Security, Environmental Protection and Maritime Labor Compliance preferred
  • Experience as a PSC officer, seagoing officer, class society surveyor, or technical reviewer preferred
  • Must be physically able to board vessels at sea and in port including in adverse weather conditions
  • Must be able to liaise with vessel operators and to board vessels outside of traditional working hours

 

Knowledge, Skills, and Abilities

  • Working knowledge of International maritime law, conventions and regulations, including SOLAS, MARPOL, STCW and MLC
  • Proficient knowledge of Microsoft Office applications and general office equipment
  • Ability to analyze data to create information and make decisions
  • Ability to organize and prioritize work and meet deadlines
  • Well-developed interpersonal and communication skills
  • Strong skills in English grammar and composition
  • Ability to work in a virtual team environment and be independently organized
  • Able to lift approximately 15 – 20 lbs.
