This position is a limited duration position which will begin on October 15, 2025 and will end on or before April 15, 2026. This position will offer benefits including medical/dental, PTO and holiday pay. Benefits are available the first of the month following 30 days of employment.

General Function:

This position is a temporary position, with a start date of October 15, 2025. Under the general supervision of the Volunteer Development, Outreach, and Data Manager, the Volunteer Onboarding Coordinator will be responsible for creating a welcoming and inclusive environment for prospective volunteers, primarily by guiding new volunteers through the training and certification process. This position will also be responsible for collecting, verifying, and processing staff and volunteer certifications in compliance with IRS VITA program Quality Site Requirements. Our preferred candidate is an engaging, strong communicator and relationship builder, and is experienced both in volunteer management and online learning. This position is a hybrid role, working from the office at least two days per week. This position will end on April 15, 2026.

Essential Duties and Responsibilities:

Volunteer Certification

  • Responsible for organizing and overseeing collection of required volunteer certifications for all volunteers and staff
  • Verify volunteer identity using acceptable government-issued photo ID
  • Coordinate and oversee volunteer required background check process completion
  • Process and submit Continuing Education Credits to IRS annually
  • Process and submit IRS Form 13206 monthly and serve as certification liaison to IRS SPEC

Volunteer Development

  • Develop and deliver presentations on the volunteer experience
  • Develop and drive pathways that ensure potential volunteers have a positive and supportive environment in becoming a volunteer
  • Provide consistent and timely check ins with prospective volunteers
  • Coordinate placement of new volunteers at tax sites in collaboration with volunteer and staff tax site coordinators
  • Develop orientation and transition materials for prospective volunteers that express interest in the program during the summer

Additional Duties:

  • Complete provided training on individual federal and Oregon tax law and pass the IRS Volunteer Standards of Conduct, Intake/Interview and Quality Review, and Advanced exams in order to certify as a volunteer tax preparer each year
  • Support team members as capacity allows
  • Other duties as assigned

Qualifications

Knowledge, Skills and Abilities Required:

  • Demonstrated competency with computer skills including Microsoft Office, Google Workspace, Adobe Acrobat, and Zoom
  • Prior experience with online learning management systems (preferably Moodle), either as a student or instructor
  • Ability to learn new software skills and program details quickly and be able to teach others about both shortly thereafter
  • Thrives in a culture of mutual aid, adaptability, and shared ownership
  • Demonstrated experience working in learning environments that prioritize continuous improvement and innovation
  • Demonstrated ability in being flexible and adaptable under changing circumstances

  • Basic understanding of the Federal and Oregon tax codes and how they affect lower income populations

Education and Experience Requirements:

  • Minimum of a BA/BS in social science, political science, economics, communications, humanities, public service or human services or equivalent related experience
  • Prior experience coordinating volunteers
  • Fluency and ability to communicate effectively in languages in addition to English is preferred but not required

Other Requirements:

Personal transportation allows for travel within the Portland Metropolitan area in a timely manner. If driving a personal vehicle must maintain a valid driver license for the state of residency, personal auto liability insurance coverage and a driving record permitting coverage under the agency auto liability policy.

MFS requires all employees and volunteers to complete a criminal background check.Ā  We review the results of all background checks individually and consider all of the circumstances of any issues that arise in a background check during the hiring process.

Work Environment:

Work is performed in an office environment, at community events, and/or at other locations as deemed necessary. This position requires work to be accomplished in person at least 2 days per week with opportunities available for remote work based on position requirements and in discussion with supervisor. May require occasional early morning, weekend or evening work. Position requires ability to sit for extended periods as well as stand occasionally. Position requires use of computer, telephone, copier and may require accessing locations by use of stairs.
