GENERAL DESCRIPTION OF POSITION:

The Chief Information Officer/Chief Information Security Officer (CIO/CISO) provides institution wide Information Technology (IT) leadership and vision to enable Pacific University to meet its academic and business goals and objectives. Reporting to the Vice President for Finance and Administration the CIO/CISO will lead and manage the effective and efficient operations of the University Information Services department, including the subareas of Operations, Technology Helpdesk, Enterprise Data Systems and Healthcare Clinic Information Technologies.

 

The CIO/CISO serves as the principal technology leader for the university providing the vision and leadership for developing and implementing information technology strategies and initiatives university-wide. The position scope is inclusive of all university divisions and campuses. This necessitates a high level of familiarity with the various constituents and a commitment to meeting the diverse information and communications needs that exist across all university departments. The CIO/CISO is responsible for anticipating and maintaining a vision for the future technology needs at Pacific University, and for recommending policies, strategies, priorities, and projects that will best achieve the university’s strategic goals and objectives.

 

 

ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES:

This position is based in Forest Grove, OR.

 

  • Provides leadership and direction for IT governance, planning and policy development; develops short and long-range strategic plans, goals and objectives for the UIS departmental operations; reviews and updates annual plans; coordinates department activities with other Pacific departments, colleges, and outside public and private entities.
  • Anticipating the diverse needs of university constituents, monitoring trends and innovations in the industry to meet those needs; developing and implementing strategic long and short-term technology plans; and making actionable recommendations to senior leadership.
  • Ensure IT data security, risk management, disaster recovery and business continuity planning processes are in place and receive regular review for currency and adequacy;
  • Establishes appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
  • Establishes and maintains effective communications with the Vice President of Finance and Administration regarding department direction, performance, and progress of programs and projects.
  • Develops and implements the department budget; evaluates internal IT systems to ensure maximum efficiency, effectiveness, and customer satisfaction; oversees and manages all accounts, contracts and financial issues related to the department. 
  • Develops and implements all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing and service provision. 
  • Facilitates development of strategic alliances with other appropriate organizations to leverage Pacific's information technology resources.
  • Provides project and program management leadership for UIS or the University as needed.
  • Serves as the University Chief Information Security Officer (CISO) and serves as the HIPAA Security Officer.
  • Serves as a member of the University Council, University Technology Committee, Health Clinic Operations and Compliance Committee, Policy Review Team, and the Information Security Incident Response Team.
  • Performs other related duties as assigned.

Qualifications

EDUCATION AND/OR EXPERIENCE: 

  • Bachelor's degree in computer science, business or public administration, or a related field.
  • Seven years of progressively responsible experience in a senior management position in Information Technology, with responsibility for strategic planning, budgeting, and personnel management; or any combination of education and experience that provides the applicant with the knowledge, skills and abilities required to perform the job.
  • At least five years of experience in a higher education environment is preferred.

 

 

REQUIRED KNOWLEDGE, SKILLS, ABILITIES & BEHAVIORS:

  • Executive-level knowledge of the principles and practices of IT services, preferably in a University setting, including applicable legal and administrative requirements, reporting regulations, and related best practices.
  • Executive-level knowledge of fiscal management practices, including budget preparation and expenditure control.
  • Executive-level knowledge of management theory and principles, and of techniques to supervise staff and motivate performance excellence
  • Experience in a Colleague/Ellucian ERP environment preferred.
  • Demonstrated knowledge of the ways and methods by which technology supports the teaching-learning environment.
  • Significant experience in all aspects of IT planning, development and implementation, including but not limited to enterprise resource planning, systems architecture, telecommunications, database administration, web and social media development and security and compliance issues.
  • Experience with IT policy development and monitoring.
  • Skill in providing strong leadership to build consensus among diverse groups on campus and provide confidence to subordinates in the face of organizational change.
  • Skill and ability in using computers and standard business and specialized software programs.
  • Ability to plan, organize and oversee a wide variety of IT programs and projects simultaneously, motivating work groups to successful project completion, and evaluating the work of others.
  • Ability to analyze complex situations such as personnel or operational issues, and to develop and implement corrective actions and strategies for departmental success.
  • Ability to communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues.
  • Demonstrated ability to develop and implement innovative programs and services relating to information/systems management and customer satisfaction.
  • Demonstrated ability to facilitate large and small groups dealing with a wide variety of issues.
  • Ensures the security of IT systems and ensures operations adhere to applicable laws and regulations.
  • Ability to strategically weigh risks and benefits of actions, prior to taking action.
  • Ability to continuously seek ways to improve efficiencies and service to the University.
  • Ability to create and implement standards, policies, and common operating practices.
  • Communicates with students, faculty, staff and the public to advance the student experience.
  • Demonstrates critical thinking skills in problem solving and decision-making.
  • Participates in strategic and operational planning committees.
  • Asks questions and seeks assistance
  • Takes responsibility to identify and eliminate the source of problems.
  • Demonstrates confidentiality regarding information pertaining to all students, faculty and staff.
  • Maintains proper appearance and personal conduct for the employee’s particular job.
  • Uses effective communication skills taking into consideration body language, filters, listening, paraphrasing, and questions with customers of diverse ethnic and cultural backgrounds.
  • Demonstrates ability to work in a team environment.
