SUMMARY
This position is primarily responsible for reviewing and auditing the new resident qualification process, recertifications, and overall resident file maintenance on-site for properties subject to various affordable housing programs and related regulations including Section 8, Section 202, Section 202 PRAC, LIHTC, HOME, and other local, state or federal programs as applicable under the direct supervision of the Director of Compliance.

 

Qualifications

ESSENTIAL DUTIES AND RESPONSIBILITIES
Core duties and responsibilities include the following:
• Keep current on all updates and changes in affordable housing programs and requirements
• Audit property resident files to verify compliance with housing programs and Evergreen processes, including the testing of income and asset verifications and calculations for applicable housing programs
• Ensure all applicable housing program and Evergreen required forms are properly completed and utilized
• Complete and timely submit audit reports based on property file reviews
• Assist properties as necessary to prepare for Management and Occupancy Reviews and assist with post review responses
• Assist, as needed, with training of site staff in compliance related processes and procedures
• Preserves and respects resident and applicant confidentiality
• Ensure all Weekly, Monthly, Quarterly, and Annual Reports are completed on time as applicable to the housing programs and Evergreen processes
• Ensure the accuracy of the waiting list of applicants for housing to determine applicant eligibility
• Ensure HAP Payments are submitted on time, HAP Reconciliation, Special Claims
• Assist with coordinating training and monitoring of EIV and TRACS processes
• Assist with HUD annual rent increases, contract renewals, utility analyses, and RCS.
• Review, provide written response, and process household file applications for rental assistance and affordable housing programs within to the compliance department
• Respond to compliance audit reports and submit to Portfolio Manager within 7 to 30 days
• Perform all other duties as assigned by Management
QUALIFICATIONS
o Minimum of one (1) year experience in affordable housing compliance with emphasis on Project Based Section 8 and Tax Credit
o Reliable transportation, flexibility for scheduling, and ability to travel 60% or more of the work week
o Affordable Housing Compliance Certification: LIHTC / HUD / HOME or Certified Occupancy Specialist preferred
o Proficiency in property management software, OneSite preferred
o Able to work patiently and professionally with residents while providing exceptional customer service
o Highly motivated and able to work independently
o Ability to handle pressure due to complexity and time sensitivity of compliance processes
o Excellent organizational skills and attention to details
o Strong verbal and written communication skills to include ability to write and verbally explain processes, procedures, and directives via emails, letters, reports, and presentations, etc.
o Basic math proficiency required
