Summary

This position will support the association's advocacy and initiatives in the health care regulatory, health plan and other payer spaces as well as coding and billing including CPT and RUC processes, alternative payment models/value-based care, quality, administrative burden reduction including regulatory relief, interoperability and EHR/HIT efforts (e.g., HL7), and other health care policies.  Assists department colleagues with carrying out efforts to meet objectives on organizational priorities with a focus on departmental contributions to the commercial payment and public affairs strategy for the Association.  Supports operational needs for and works with APTA leadership.  Provides additional support as appropriate including with compliance documents.  Seeks out and supports opportunities for continuous quality improvement in department activities.  Effective champion of the Association vision, mission, and brand. 

 

Essential Functions

  • Provide support with outreach and communication with federal agencies, insurance companies, members, coalitions, and other stakeholders;
  • Provide support and communication with members on latest commercial and federal payer and employer group developments;
  • Creating content and resources for company website and other communications and presentations to educate and inform members and other audiences;
  • Collaborate with Commercial Payment, Regulatory, Government Affairs and other  internal and external teams on issues impacting the physical therapy profession;
  • Supports the Public Affairs team in the implementation of the programs, priorities, and projects in partnership with the Association and staff colleagues;
  • Prepares, in consultation with the Director, materials and findings which support and align with the APTA payment strategy and priorities.
  • Represents department at some evening virtual meetings.

Qualifications

  • Bachelor's degree preferred
  • 5+ years’ experience with and understanding of health care policy and advocacy
  • Knowledge of the workings of and interactions with federal health agencies; Congress and state Medicaid programs a plus
  • Experience in monitoring and analyzing federal regulations and guidance, health plan policies, billing, CPT and RUC processes, Medicare physician fee schedule, Medicare Advantage, and in formulating and advancing public policy, a plus if specific to physical therapy and rules applicable to the profession including the home health, skilled nursing, and inpatient rehabilitation facilities
  • Project management skills
  • Excellent and effective written and verbal communication skills and the ability to communicate complicated issues clearly and effectively to a broad range of stakeholders including to small and larger sized groups
  • Knowledge of value-based care, alternative payment models and value-based purchasing models a plus
  • Must be a highly organized and detail-oriented self-starter; experienced in handling a variety of multiple projects with proven abilities in prioritizing deadlines and seeing projects to completion
  • Ability to work independently as well as on a team and to be responsive to and manage relationships with members including responses to inquiries and with other stakeholders
  • Must be proficient in MS Office, advanced Excel a plus; web-based applications

 

Travel Requirements

Up to 10%, local and national
