Position Title:

Site Safety & Health Officer, Level 1 (L1 SSHO)

 

Area of Requirement: Greater Bay Area, California

 

Scope of Position:

The L1 SSHO designs and enforces the overall Safety and Health Program for the entire O&M

portfolio, ensuring compliance with EM 385-1-1, OSHA, EPA, and State of California regulations. This role develops site-specific hazard analyses, leads incident investigations, and oversees all safety-critical activities, including lock-out/tag-out, confined-space entry, fall protection, and chemical exposure controls.

Tasks and Capabilities Required:

· Program Development: Create, implement, and maintain the Safety & Health Plan, including site hazard assessments, Job Safety Analyses (JSAs), and Job Hazard Analyses (JHAs).

· Training & Competency: Deliver, track, and document safety training (e.g., hazard communication, respirator fit testing, LOTO) and maintain personnel competency files.

· Auditing & Inspections: Conduct regular safety audits, site walk-downs, and tool-box talks; initiate corrective actions and ensure closure of all findings.

· Incident Management: Lead root-cause investigations, prepare incident reports, and implement lessons-learned to prevent recurrence.

· Emergency Response: Serve as on-call safety lead for all emergency and after-hours work; coordinate with fire, hazmat, and CI agencies during significant incidents.

Mandatory Experience and Certifications:

· OSHA 30-hour Construction and General Industry cards.

· At least 24 hours of formal SOH training in the past five years plus annual 8-hour refresher courses.

· Minimum five (5) years of direct safety management in construction, O&M, or industrial settings.

Preferred/Desired Certifications:

· Certified Safety Professional (CSP)

· Construction Health and Safety Technician (CHST)

· HAZWOPER 40-hour

Special Qualifications/Requirements:

  • Must be able to successfully pass, as required, a federal, state, or local government's background investigation
