Purpose of the Position: Reporting to the (CMO) Chief Medical Officer, the Site Medical Director provides clinical care, as well as site leadership, and guides the professional practice of their Health Center. The Site Medical Director embodies the mission of OCHS, serving as a key member of the Leadership Team. The incumbent will supervise and mentor providers, meet regularly with the CMO, participate in organizational initiatives, and communicate organizational direction and policy. With the Health Center’s Leadership team, the Site Medical Director is responsible for delivery of high quality, efficient, and patient centered care for the patients and communities served by the Health Center.
Essential Functions:
Clinical Duties:
• Provide comprehensive and continuing care to patients through the diagnosis of disease processes and provision of routine, preventive or urgent medical treatment at Health Centers or other locations within OCHS’s scope or practice, referring patients to other practitioners as appropriate.
• Serve as leader of a clinic team to manage the health of panel of patients including regular communication with team regarding the population managed.
• Supervise and collaborate with other health care professionals such as nurse practitioners, physician assistants, staff registered nurses, medical assistants, and other allied health care staff, as appropriate, to ensure the proper delivery of medical care to patients.
• Keep accurate, complete, legible and timely medical and other records as required by law and OCHS’s policies
• Participate in patient care audits for quality assurance and utilization review to maintain and improve patient care standard of excellence.
• Provide administrative management input for staff performance reviews, hiring decisions, and disciplinary issues.
• Participate with the on-call schedule as assigned including coverage of weekend shifts as needed.
• Maintain knowledge of current developments in specialty to enhance professional expertise including maintenance of Board Certification if applicable and completing CME as needed to maintain licensure.
• Maintain a good working relationship with other physicians and health care professionals within the Health Center and OCHS administrative and support staff.
• Participate in regular clinical practitioner and staff meetings.
• Perform other related duties as reasonably required or assigned.
• Ensure that participation in activities outside of the Health Center does not interfere with duties hereunder.
Administrative Duties: Supervision and Mentoring of Clinical Practitioners:
• Ensure the provision of high quality, evidenced based, patient-centered medical care at Outer Cape Health Services.
• Work with the CMO to establish and implement clinical standards of care and policies and procedures consistent with organizational goals and evidence based medical practices.
• Ensure education regarding and compliance of clinical staff with policies and procedures.
• Provide on-going orientation and evaluation program for practitioners.
• Direct, supervise and evaluate work of clinical staff and provides on-going feedback directed towards performance improvement. Meet regularly with staff. Reviews provider related quality data, patient feedback and staff input to conduct yearly performance reviews. Provide corrective action as needed.
• Participates in interviews, reviewing references and providing recommendations for potential practitioners.
• Works with CMO and Medical Staff Coordinator to ensure initial and bi-annual updating of all Medical Staff files and credentialing activities, assuring completeness and timeliness of information contained therein.
• Maintains familiarity with medicolegal and ethical issues related to practice of Medicine.
• Works with CMO to ensure that providers receive appropriate training to use IT resources effectively. Receives reports regarding practitioner documentation and coding on a regular basis to ensure practitioners are compliant with standards. Monitors clinician compliance with medical record completion policies and HCFA evaluation and management documentation guidelines.
• Work with Leadership to promote professional relationships among practitioners, patients and staff. Reviews and moderates any significant patient concerns or complaints regarding clinical care as referred by the Director of Compliance.
Financial:
• Review and provide feedback regarding aspect of the Budget related to practitioner performance.
• Collaborate with Health Center Directors to set appropriate visit targets for practitioners.
• Meet with Practitioners on a regular basis to review performance towards meeting targets.
Quality and Performance Improvement:
• Review Quality and Performance reports, when available, with clinical practitioners on a regular basis to provide quantitative input when developing improvement plans.
Clinical Operations:
• Support a team based, patient centered model of care that forwards a multi-disciplinary approach to the diagnosis and treatment of clinical problems as well as working to improve population health overall.
• Collaborate with Site Leadership to develop clinical schedules to meet the hours of organization set by the Board of Directors.
• Ensure that the Health Center is appropriately staffed by appropriate clinicians at all times.
• Works with CMO to ensure development of after-hours and weekend call schedule ensuring appropriate clinical availability.
Executive:
• Report regularly to CMO on activities of the medical staff and that the performance of the medical staff is in conformance with the mission, vision, and goals of the organization; reports to clinical staff on organizational developments, goals, and vision.
• Meet regularly with Health Center Leadership Team
• Regularly attend and participate in organizational Operation and Clinical Leadership Meetings.
External Relations / ACO Development:
• Maintain an active role in representing OCHS clinically when needed to collaborate with communities served by the Health Center
• Represent OCHS at local regional and national conferences when appropriate
• Participate in Fundraising Activities.
• Serves on community boards to promote public health initiatives in the community, and to develop working relationships with key community and municipal stakeholders
• Participate in appropriate activities sponsored by the Massachusetts League of Community Health Center
Academic Affiliations:
• Work with CMO to ensure that teaching obligations are met by OCHS and appropriate coverage schedules are developed
• Ensure that all trainees receive a valued experience while at OCHS
