GENERAL DESCRIPTION OF THIS ROLE

The Finance Officer oversees all financial operations for the Township, ensuring fiscal integrity, transparency, and compliance with all relevant laws and regulations. This includes managing budgets, financial reporting, accounting systems, and maintaining the Township’s financial health. The Finance Officer supervises finance staff, provides guidance on financial matters, and plays a critical role in long-term financial planning and sustainability

KEY RESPONSIBILITIES

- Financial Planning & Analysis:
- Assist in long-term financial planning and budgeting processes to ensure sustainability.
- Monitor Township financial performance, analyze trends, and report to the Township Manager.
- Evaluate financial data to guide decision-making and assess the impact of policies, programs, and projects.
- Monitor financial sustainability goals, including assessing the environmental, social, and economic impact of Township projects.
- Leadership & Supervision:
- Supervise finance staff, providing leadership, training, and performance evaluations and ensure the accurate and efficient performance of duties.
- Collaborate with internal departments and external partners on financial management matters.
- Represent the Township in public meetings, communicating financial matters effectively to Township Council, residents, and business owners.
- Budget Development & Oversight:
- Lead the Township’s annual budget, ensuring all departments align with internal fiscal policies and municipal finance best practices.
- Monitor budget execution, ensuring departments adhere to approved spending limits.
- Analyze budget data and financial documents to track progress, identify issues, and make necessary adjustments.
- Financial Management & Reporting:
- Oversee the billing, collection, and receive all payments, including taxes, fees, and other Township revenue.
- Maintain a uniform accounting system and ensure financial data is accurate and timely.
- Monitor disbursements and deposits in authorized depositories.
- Manage Township investments with approval from the Township Manager.
- Prepare and present financial statements, reports, and the annual budget for Township Council and the public.
- Ensure compliance with all applicable laws, ordinances, and financial procedures.
- Oversee the Township’s annual audit, working closely with external auditors to ensure compliance.
- Asset & Property Management:
- Serve as the custodian of all Township insurance contracts, bonds, deeds, and negotiable instruments.
- Maintain inventory systems for both real and personal property.
- Develop and apply asset management strategies to ensure the sustainability and efficient use of Township resources.
- Risk Management & Sustainability:
- Develop and manage financial policies that support long-term fiscal sustainability.
- Promote efficient use of resources through sustainability measures and lifecycle cost assessments.
