Director of Inspection Services

City of Harvey, Illinois

Summary:

Ideal candidate has:

  • Performed skilled inspection and administrative work which enforces compliance with National, State, and City building, zoning, erosion control, and property maintenance codes and regulations.  Supervise the work of other Department staff. 
  • Prepares budgets and makes recommendations on permit fee schedules. 
  • Responsible for ensuring that plans and specifications, buildings under construction, and existing buildings and properties meet applicable codes and regulations. 
  • Exercises technical judgment and discretion in the enforcement of applicable codes and regulations. 
  • Works independently under the general supervision of, and reports to, the City Administrator.
     

Duties and Responsibilities:
 
Essential functions include, but are not limited to:

  1. Responsible for performing skilled inspection and administrative work to ensure compliance with National, State, and local construction codes and their application to the built environment, including zoning administration.
  2. Considerable skill in reading and interpreting blue print specifications and construction drawings.  Skill in the detection of structural problems and building code violations using independent judgement.
  3. Exercises technical judgment and discretion in the enforcement of applicable codes and zoning regulations.  Skill in dealing courteously and tactfully with property owners.
  4. Ability to organize, prioritize, and perform work with limited direction, process and confidential information with discretion.
  5. Ability to accurately complete assignments within limited deadlines, perform on-site inspections, effectively plan, direct and coordinate various phases of inspection services.
  6. Ability to establish and maintain effective working relationships with contractors, architects, property owners, employees, and the general public.
  7. Ability to communicate effectively both orally and in writing with business representatives, elected officials, department heads, the general public, and other City employees with courtesy and tact.
  8. Ability to follow oral and written instruction.
  9. Prepares budgets and makes recommendations on permit fee schedules.
  10. Ability to be thoughtful, effective and efficient while providing the very highest level of municipal service to the City.
  11. Other duties include coordinating work with other departments, agencies and consultants to the City.
  12. Investigates code non-compliance and housing and property maintenance complaints. Testifies in court concerning code violations, as necessary.
  13. Performs other related job duties as required.  Performs administrative tasks, keeps daily records, and makes reports relative to inspection work. 
  14. Ability to work the required hours of the position. 
  15. Works independently under the general supervision of, and reports to, the City Administrator.

Qualifications

Education Experience and Training:

 

  • Bachelor’s degree or Associate's degree in a related field with 2-4 years of progressively responsible related experience. A combination of education and experience may be considered.
  • One or more Certification from the International Code Council (ICC)  Residential and Commercial Inspector’s certifications are preferred.
  • One or more Certification from the Department of Safety and Professional Services in the areas below preferred:
      • UDC Construction Inspector
      • UDC-HVAC Inspector
      • UDC Electrical Inspector
      • UDC Plumbing Inspector
      • Commercial Plumbing

 

  • Understanding of and experience in municipal government is preferred.
  • Possess and maintain a valid state issued driver’s license.

 

Knowledge Preferred:

 

  • City of Harvey building codes and ordinances to be enforced.
  • Enforcement procedures for City code/ordinance violations; regulations and procedures for issuing building/sign permits; basic building codes and guidelines including electrical, plumbing, mechanical, and general construction codes.
  • Location of streets and addresses within the City of Harvey.
  • Operations of permit and licensing processing.
  • Citations, tickets, adjudication, and court room proceedings.

 

 

Skills Preferred:

 

  • Establishing and maintaining effective working relationships with other City employees and the public.
  • Understanding and interpreting engineering plans and specifications,
  • Making decisions utilizing sound judgement, accurately maintaining required records and reports.
  • Evaluating, training and coaching subordinate personnel.
  • Analyzing work volume and efficiently utilizing personnel and available resources to accomplish unit objectives.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships.
  • Advanced level of proficiency in Microsoft
