POSITION OVERVIEW
The Motel Program will provide interim shelter at multiple underutilized motels and hotels across the city of San Jose. The Motel Program (MP) is intended to provide Emergency Interim Housing opportunities and is a referral-based only program with no drop-in services provided to the public. The MP will support program participants by providing services to include case management, housing problem-solving, meals and other wraparound supportive services. These services are informed by a harm reduction philosophy with an emphasis on educating participants on how to avoid risky behaviors and engage in safer practices, including connection to evidence-based treatment options. In sites where RV placement is permitted, participants will have access to the same services as motel program participants. All sites may serve single adults and/or families.
The Motel Program Manager of Scattered Sites will oversee HomeFirst’s case management and support services within the Motel Programs within the Emergency Housing Division. The Motel Program Manager of Scattered Sites will consist of a team that includes Resident Advocates, Case Managers and Community Engagement Coordinator.
The Motel Program Manager of Scattered Sites will report directly to the Director of Interim Housing within the Emergency Housing Division. This Division encompasses all programs serving individuals and families who are unhoused and seeking immediate temporary housing or shelter options. Under the guidance of the agency’s Director of Interim Housing and Vice President (VP) of the Emergency Housing Division, the Program Manager will oversee various locations.
In partnership with the Director of Interim Housing, the Motel Program Manager of Scattered Sites will support in planning, design, and implementation of The Motel Programs and will promote performance outcome metrics for all sites assigned and all aspects of program oversight and implementation within their department.

REPORTING RELATIONSHIPS
The position reports to the Director of Interim Housing.
PRIMARY RESPONSIBILITIES
- Drive fulfillment of agency mission metrics within the assigned team
- Reinforce principles of Housing First and Harm Reduction in supervision, meetings, and with external partners as appropriate
- Participate in program design and development
- Participate in the development and upkeep of a program operations manual
- Participate in creating policies and procedures
- Recruit, hire, and supervises program staff
- Provide regular one-to-one supervision with team members
- Facilitates Provider and Property Management weekly meetings, check-ins
- Assist in training program staff
- Ensure the location is fully staffed (during hours of operation)
- Foster a safe, clean, and peaceful environment at the site
- Coordinate activities with external partners as necessary
- Ensure program staff adhere to program goals, objectives, and practices
- Provide tracking and reporting for the project
- Initiate and participate in outreach activities as necessary
- Leads/facilitate large group meetings and discussions for both program participants and community stakeholders
- Respond to community and participant concerns regarding site or program participants
- Work in partnership with volunteers to foster community involvement
- Ensure facilities are effectively managed, including the upkeep of the grounds
- Ensure contracted partners fulfill agreed-upon duties
- Secure all necessary supplies for operating the site
- Ensure program participant enrollments, assessments, intakes, and other client documentation is completed and properly kept.
- Complete all appropriate data collection, HMIS data entry, paperwork, and tracking of activities.
- Make timely and accurate decisions in emergencies or crises with awareness of the need for the safety of all participants, staff, or volunteers involved.
- Know and follow agency and program policies and procedures
- Shadow multiple shifts, including swing and/or grave shifts, to gain insight and identify areas for program improvement
- Other duties as assigned
