Position Overview 

SubCom's Fleet Operations Manager is responsible for managing the movement of vessels in accordance with organizational policy and procedure to comply with relevant local, country and international laws and processes.  Fleet Operations Managers coordinate cross-functional teams and serve as liaison between project coordinators and line management. They review the status of projects and budgets, manage schedules, ensure compliance, prepare status reports, and drive the daily operations and long term plans. Fleet Operations Managers assess project challenges and develop solutions to meet productivity, quality, and client-satisfaction goals and objectives.

Responsibilities

  • Manage the movement of vessels in and/or out of the country in accordance with organizational policy and procedure, and to comply with relevant local, country and international laws and processes.
  • Research, nominate, and monitor local suppliers/agents for vessel business on behalf of the company in and/or out of the country in accordance with organizational policy and procedure, and to comply with relevant local, country and international laws and processes.
  • Manage day to day processing of accounts receivable and payable, using Oracle, Vision360 and ShipNet, producing reports as requested, and organization of fiscal documents as it relates to vessel/ agent disbursement accounts, processing agent bills for payment, and agent reconciliations.
  • Invoicing to funding sources, including calculation of completed units of service, and insuring accuracy of invoices, especially as it relates to vessel agencies including credits and agency fees for payment.
  • Improve the operational systems, processes and policies in support of SubCom’ s mission - specifically, support better management reporting, information flow and management, business process and organizational planning.
  • Play a significant role in long-term planning, including initiatives geared towards operational excellence.
  • Liaise with the vessel Master as the First Point of Contact for daily operations
  • Produce and maintain Operational Directives
  • Review and authorize ShipNet Purchasing Requests in accordance with the TCSC Purchasing Manual
  • Update vessel schedules and schedule forecasts in the Ship Tracking Report
  • Collaborate with the vessel Master to produce, monitor and maintain vessel budgets
  • Collaborate with the vessel Master to produce the monthly, quarterly and annual vessel budget review
  • Collaborate with the fleet and management to research and implement Standardization Initiatives
  • Communicate with Port Agents, make nominations and review Agent Disbursement Accounts
  • Collaborate with the Master to ensure vessel project readiness (i.e. appropriate stock of cable gear etc. is on board)
  • Collaborate with Master, Port Engineering, Submersibles, Compliance and other IP Department Heads to optimize port activities and inspections
  • Liaise with Permitting Managers to provide details as required in support of project and vessel permitting
  • Collaborate with all vessel support staff to optimize schedules and keep project schedules on target
  • Collaborate with the Purchasing and Logistics Department to assist in determining deliveries for their respective vessels for each port call
  • Collaborate with the Marine Personnel department to assure the vessels are appropriately manned to meet the Minimum Safe Manning and project requirements

  • Demonstrated experience developing and managing operational budgets and sound understanding of financial management principles.
  • Bachelor’s Degree from a US Maritime Academy
  • 2+ years’ shipboard experience as a licensed officer (Preferred qualification)
