Since 1971, Jamestown Community Center has been providing learning opportunities and safe spaces for low-income youth in San Francisco’s Mission District. Our youth represent the low-income, racially and ethnically diverse community in which they live and attend school. Our strategy is to serve a core group of neighborhood youth with multiple, high-impact programs as they grow through a full range of programs designed to help them transition from children into confident young adults.
Programs include arts instruction, academic tutoring, sports, leadership development, employment, counseling, and parent programs. Throughout these programs, Jamestown aims to provide all participants with the highest-quality youth development experience. POSITION DESCRIPTION
The Human Resources Manager (HRM) plays a critical role in supporting the daily operations of our organization through comprehensive HR leadership and operational excellence. This position requires exceptional organizational skills, attention to detail, problem-solving abilities, and strict confidentiality standards.
The HRM provides strategic support across all program teams, working to optimize systems in HR, facilities, IT, payroll, and other operational areas. As a member of the Leadership Team, this role reports directly to the Executive Director and collaborates closely with senior staff to ensure effective organizational operations and compliance.
ESSENTIAL DUTIES & RESPONSIBILITIES
Human Resources Management
- Develop and implement comprehensive HR strategies covering recruitment, retention, benefits administration, records management, and staff development
- Manage full-cycle recruitment and onboarding processes, including job posting, interviewing, offer letters, background clearances, and orientation programs
- Serve as primary contact for all employee benefits providers (health, life, workers' compensation, unemployment, retirement plans)
- Administer day-to-day benefits management, including group health, workers' compensation, life insurance, HCSO, and 403(b) plans
- Coordinate and manage annual benefits enrollment process
- Handle disability, workers' compensation, and unemployment insurance claims
- Process employment verification requests and maintain employee records
- Update, communicate, and enforce employee handbook policies and procedures
- Ensure compliance with EEO, ADA, and Federal/State/City labor laws
- Supervise 2-5 staff
- Establish and manage work schedules and timelines for self and team members
- Oversee youth interns and volunteers as needed
- Coordinate HR and staff training programs
- Streamline volunteer management systems
- Prepare HR reports and manage data collection
- Provide HR reports as required for audits and funders
- Oversee and maintain HR and payroll platforms and communication with providers and vendors
Operations Management
- Develop and communicate Jamestown-wide emergency safety plans (physical and digital disaster preparedness)
- Collaborate regularly with accounting department and deputy director
- Identify operational inefficiencies and develop productivity improvement strategies
- Maintain and update operational policies and procedures
- Manage organizational insurance policies and certificates of liability
- Ensure timely submission of bills to Executive Director via check request forms
- Oversee front office coverage as needed
Compliance & Risk Management
- Ensure compliance with all applicable labor laws and funding requirements
- Monitor policy changes affecting regulatory requirements
- Maintain strict confidentiality and professional standards
- Support organizational mission through participation in internal committees
- Perform other duties as assigned
PHYSICAL REQUIREMENTS
- Ability to lift and carry up to 25 pounds
- Standard office environment with occasional Bay Area travel
- Regular use of computer, phone, copier, and standard office equipment
- In-person work capabilities
- Fingerprint and TB clearance required upon hire
