Position Summary

The Los Angeles Conservation Corps’ Finance Team is responsible for managing all financial aspects of the Corps’ 140+ grant awards and contracts, including invoicing and the preparation of supporting documentation, receivables collections, grant budgeting, grant financial tracking and reporting, and grant fiscal compliance. 

Reporting to the Director of Accounting & Finance, the Billing Specialist plays a crucial role in support of grant and contract invoicing and fiscal compliance by generating invoices and providing support documents and performing billing research activities for the Finance Team. 

Essential Duties and Responsibilities 

  • Responsible for various support document management and billing research tasks related to the monthly production of invoices. 

  • Ensures the preparation and submission of invoices, financial statements, fiscal reports, and supporting schedules adhere to funding source requirements and the required due dates. 

  • Work collaboratively with other departments to capture missing support documents needed for billing transactions and resolve and billing questions. 

  • Research, compile, and reconcile various supporting documents that are included in client invoices. 

  • Ensure invoice support documentation is accurate and reconciles to the GL expense and payroll schedules provided to the client. 

  • Collect financial and operational data for programs in support of the monthly billing process and grant close-out activities. 

  • Ensure the appropriate documentation to support reimbursement of expenditures is accurate, collected, and stored on a timely basis in accordance with contract requirements. 

  • Support grant and contract invoicing and compliance activities by ensuring all required documents and reports are extracted and electronically stored promptly. 

  • Assist with various accounts receivable activities to include, but not limited to, the data entry of online invoices and the update of invoice templates. Provide informational reports as requested. 

 

Internal Controls  

  • Review and understand Corps processes and procedures to ensure internal controls are maintained, and to protect the organization against fraud.   

  • Other duties may be assigned as needed.

Qualifications

Minimum Education & Qualifications

Required Education And Experience 

  • High school diploma, an Associate degree in Accounting or Business Administration required; Bachelor’s degree in these areas preferred. 

  • Two (2) years of accounting or billing experience. 

  • The ability to present ideas, information, and viewpoints clearly both verbally and in writing. 

Preferred Education And Experience 

  • Grant billing experience preferred. 

  • Advanced Excel skills and analytical skills. 

  • Familiarity with Sage Intacct accounting software.

Other Duties and Requirements  

 

  • California Driver’s License required.  

  • Occasional use of private vehicle for company purposes; validation of driving record and approval of commercial policy insurability is required in conjunction with proof of personal minimum liability insurance coverage per the requirements of the State of California.  Mileage will be reimbursed at the Internal Revenue Service (IRS) standard mileage rate. 

  • Strong knowledge of Microsoft Excel and Microsoft Outlook. 

 

 

Supervisory Responsibility  

This is a non-exempt position that does not have supervisory responsibility.  
 

Work Environment  

This position operates in multiple environment settings, including but not limited to a professional office environment and remotely from the employee’s home. The office setting role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.
