Purpose: (General description and summary)
The Housing Support Manager- Multnomah County for the Supportive Housing Services (SHS) Department reports to the Supportive Housing Services (SHS) Director and is responsible for oversight of compliance, data quality, landlord engagement, and housing resource coordination across SHS programs. The Manager supervises the Landlord Liaison Program staff, Data Quality staff, and all SHS Housing Coordinators. This team serves as SHS’s subject-matter experts in contract compliance, HMIS and reporting, case conferencing, mediation, landlord engagement, and resource navigation.
The position ensures that contract requirements are met, reporting is accurate and timely, and staff are equipped to train, mediate, and problem-solve at both the participant and systems levels. This position plays a key role in shaping department culture, onboarding new staff, providing training, and building collaborative relationships with landlords, community partners, and county funders. The position ensures all work aligns with the Mission and Values of SHS and New Narrative.
Job Duties & Leadership Responsibilities
Program Oversight & Compliance

Lead department-wide compliance monitoring, including data quality reviews, chart audits, and corrective action planning.

Develop and maintain policies, procedures, and tools to ensure compliance, consistency, and accountability.
Supervision & Team Development

Hire, onboard, coach, and supervise assigned staff (Landlord Liaisons, Data Quality staff, all SHS Housing Coordinators).

Lead team meetings for Compliance & Supportive Services staff, fostering collaboration, accountability, and shared problem-solving.
