Description

The City of Wentzville is seeking a highly skilled and motivated professional to oversee advanced and complex capital improvement projects from development through completion. This position operates with a high level of independence and serves as a subject matter expert in project management, contract administration, and capital improvements.

Essential Job Duties

  • Provide respectful, professional, and positive service in all interactions with co-workers, internal and external customers, community members, and the public.
  • Maintain a productive and compliant work environment in alignment with City, Department, and Division goals, policies, and procedures.
  • Administer construction and design contracts to ensure compliance with contract terms, City standards, and county and state requirements.
  • Develop standardized specifications and incorporate them into comprehensive contract documents for projects and services.
  • Recommend and implement process improvements to enhance departmental performance.
  • Prepare and compile documents and data for outside funding sources, including project descriptions, maps, plans, cost estimates, accident data, pavement condition reports, and letters of support.
  • Develop Requests for Qualifications (RFQs) and participate in the selection process for professional service consultants on capital improvement projects.
  • Prepare reports, agreements, and draft legal documentation for easement and right-of-way acquisitions; participate in and negotiate acquisition terms.
  • Serve as the City’s subject matter expert and liaison for capital improvement projects, including acting as a construction inspector.

Qualifications

Job Qualifications – Education, experience, and training that are required or desirable in order to effectively perform the job at the time of hire. An equivalent combination of education, training, and experience will be considered. Additional requirements and/or substitutions may be requested and require the approval of HR.

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field is required.
    • Additional job experience may be considered in lieu of a degree.
  • Minimum of 5 years of experience in Civil Engineering, Public Works, Construction, or a similar work environment is required.
    • Additional job-related advanced degrees or certifications may be considered in lieu of experience.
  • MoDOT LPA Certification and MoDOT or NICET/ACI Certifications for Concrete are required within 180 days of employment.
  • Valid driver’s license is required

Knowledge, Skills, and Abilities – May be representative, but not all-inclusive, of those knowledge, skills, and abilities commonly associated with this position.

  • Knowledge of construction methods, field inspection techniques, and materials testing procedures.
  • Ability to read, interpret, and understand civil design drawings, schematics, and other related maps and drawings.
  • Ability to manage large-scale projects, programs, and processes. 
  • Credible professional with the ability to influence decisions or outcomes outside of own department. 
  • Ability to conduct complex analysis, interpret and apply data to assist the organization, and recommend solutions to issues. 
  • Ability to assist in the resolution of complex problems, taking multiple variables into consideration. 
  • Ability to work both independently with limited oversight and collaboratively in a team environment.
  • Adaptable, agile learner who can manage time, prioritize tasks, and meet goals and deadlines. 
  • Ability to provide exceptional service to internal and external customers. Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Ability to communicate effectively and professionally with supervisors, co-workers, and customers by telephone, in writing, and in person.
  • Ability to use good judgment and think rationally in difficult or stressful situations.
  • Ability to develop goals and plans to prioritize, organize, and accomplish work, as well as concentrate on multiple tasks simultaneously.
  • Proficiency in using basic business software (word processing, spreadsheets, email, presentations) and basic office equipment.
  • Regular attendance is a necessary and essential job duty. The job requires being reliable, responsible and dependable.
