A New Hire Signing Bonus of $1,000 is offered for this position.

To be awarded a signing bonus, a successful candidate must sign a OCHA New Hire Signing Bonus Agreement prior to the first day of employment. Signing bonuses will be awarded in 2 equal $500 payments. The first payment will be made once the employee has completed one full 2 week pay period. The second payment will be made upon successful completion of the employees Six Month Introductory Period.

 

SCOPE:

Plan, organize and supervise the maintenance, rehabilitation, of over 250 housing units. Supervisor must maintain quality control of interior and exterior spaces, in order to provide safe, decent, and affordable housing environments.  Perform maintenance work necessary for the upkeep and operation of building(s), grounds and equipment. 

 

ACCOUNTABILITY:

Directly responsible to the Housing Manager with accountability to the Regional Property Manager I.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Understand and carry out OCHA policies and procedures, including the Personnel Policy, and all applicable Federal/State regulations related to the maintenance of individual units and the assigned development(s). Understand the Public Housing Assessment Score (PHAS) scoring system and respond to deficiency items related to the improvement of the development.

 

Work with the Maintenance Program Coordinator to ensure unit turnover is timely, new employees are trained in the areas related to their position, ensure the ordering of supplies/materials are correctly done and coordinate all other maintenance functions.

 

Responsible for HUD and OCHA required Physical Inspections and the follow up maintenance work.

 

Coordinate/review all maintenance functions daily with Housing Manager.

 

Work with the Housing Manager to prepare the annual maintenance plan and budget for the development.  Accompany the Housing Manager, whenever necessary, to assist in information gathering, and to provide presentations needed by the Regional Property Manager I.

 

Supervise, direct, train, assist and monitor assigned personnel in all areas of property maintenance, rehabilitation, and the upkeep of grounds/facilities.  Ensure preventative maintenance, rehabilitation, inspection programs, and repair schedules are maintained for units’ turnaround.  Inspect deficiencies, develop project goals, assign staff to complete work orders, and monitor and report progress to Housing Manager.

 

Control, store appropriately, and maintain inventory of stock and non-stocked equipment and materials, including appliances and vehicles, tools, heavy and light equipment, paint, cleaning products, and fasteners etc.  Conduct physical inventory and order materials through the appropriate OCHA channels and understand basic government procurement procedures. Provide communication frequently to the Housing Manager to inform them of equipment and materials needs and/or deficiencies. Plan in concert with the Property Management and Technical Services department for emergency situations that may include inclement weather and utility outages etc. as directed by Housing Manager. Ensure all personnel comply with the correct safety procedures with hazardous materials.  (Asbestos, lead-based paint or chemicals.)

 

Review manufacturer’s product literature and prepare/update all necessary logs to maintain manufacturer’s warranty on roofs, mechanical and electrical equipment, elevators (where necessary), alarms, sprinkler systems, fire and carbon monoxide alarms, energy systems and energy savings programs, vehicles maintenance, etc.

 

Generate requisitions for purchases necessary to maintain the property, and comply with all OCHA purchasing procedures. Submit requisitions to Housing Manager for approval. Distribute Work Orders to the appropriate personnel.  Review completed Work Orders, inspect the work, and upon the completion of the work, confirm charges on Work Orders for approval by Housing Manager. 

 

Frequently monitor and secure vacant units and communicate with Housing Manager on tenant charges. Perform move-in and vacancy inspections, as directed by Housing Manager. Provide Housing Manager, and other OCHA personnel with required repairs for input into the work order system. Forward recommendations of modernization work to the Housing Manager.

 

Enforce OCHA’s policies and procedures and ensure that personnel understand and comply with the Personnel Policy and other established procedures. Assist with the hiring of new personnel, interview prospective employees and initiate and follow up with any required disciplinary action and grievance hearings. Prepare annual evaluation reports on assigned personnel. Report and manage the use of leave, approve vacations, and manage the work and time off/vacation schedules of assigned personnel with the Housing Manager. Ensure proprietary information remains confidential.

 

Perform other duties as assigned by the Housing Manager.

 

WORKING CONDITIONS:

Office and field environment.  Possible exposure to inclement weather, dusty, noisy and dirty conditions, noxious fumes, paints and solvents, unsanitary conditions and mechanical hazards. Demands and potential stress due to the volume of work, emergency situations, and occasional irregular work schedules. 

Qualifications

QUALIFICATIONS REQUIRED: 

High School diploma or equivalent, with additional business and/or vocational training. A minimum of six years of experience in maintenance and/or construction and supervisory experience. The ability to understand construction drawings and blueprints and communicate technical information clearly and concisely either through verbal and/or written direction.  Skilled with working with a wide cross section of individuals including Authority personnel, tenants, contractors, etc. and the ability to accomplish tasks with minimal supervision.  Willingness to comply with Authority policies. Possession of a valid Oklahoma Driver License with an acceptable driving record.

 

Will be required to perform on-call, emergency maintenance, as scheduled by the Central Office, which can include working after-hours, during weekends and holidays.

 

PHYSICAL: 

Required to lift, raise or lower 50 pounds. Ability to prepare, read and understand work orders, blueprints, construction specifications, computer generated documents, and forms. Ability to understand and communicate effectively and clearly in person, by radio and telephone. Physical range of motion and coordination for extensive work with files, tools, materials, and equipment. All physical requirements are evaluated based on the ability to perform, with or without reasonable accommodations under the ADA.
