SUMMARY OF POSITION

The Director of Learning & Development is responsible for managing and supporting the assessment of organizational needs and the design, implementation and evaluation of programs that facilitate the professional development and continuous learning of team members. They will monitor corporate policy in respect to operations and regulatory procedures and create and effectuate learner-centric training programs that meet the needs of Alco’s diverse employee community. The Director of Learning & Development reports to the VP of Talent.


RESPONSIBILITIES

Affordable Housing Training & Compliance

  • Lead the design and delivery of training programs, based in adult learning principles, that address HUD, LIHTC, Fair Housing, and other affordable housing compliance requirements, as well as skills in property management, maintenance and leadership development.
  • Partner with Compliance, Property Management, and Maintenance teams to ensure timely and accurate rollout of policy and regulatory training.
  • Evaluate learning outcomes and adapt programs to ensure field-readiness and engagement.
  • Proactively identify and close training gaps using a needs assessment model grounded in learning science and aligned with organizational goals.

 

Instructional Design & Learning Strategy

  • Design and implement engaging, accessible, and instructionally sound training programs using a range of modalities—including virtual instructor-led training (vILT), e-learning, microlearning, and in-person workshops—anchored in evidence-based instructional design methodologies.
  • Apply the ADDIE model, Kirkpatrick Evaluation Model, or other recognized frameworks to structure and assess learning interventions.
  • Use data, learning analytics, and stakeholder feedback to iteratively improve curricula, ensuring alignment with compliance requirements, business priorities, and employee experience.
  • Together with the Director of Human Resources and VP of Property Management, develop and maintain scalable onboarding and development pathways for community managers, maintenance teams, and other community staff.

 

Team Development & Management

  • Lead, mentor, and coach direct reports on goal setting, project execution, and professional growth using a SMART goals framework.
  • Conduct regular one-on-one check-ins and development conversations.
  • Model transparent communication, self-awareness, continuous feedback, and an inclusive leadership style that aligns with Alco’s culture.

 

Learning Operations & Systems

  • Manage the L&D function using strong project management, communication, and tracking systems.
  • Administer and optimize learning technologies, including learning management systems (LMS), to deliver and track compliance and property management training.
  • Oversee training across regions, ensuring alignment with operational needs and strategic priorities.
  • Research and implement innovative learning tools, platforms, and resources grounded in cognitive science and adult learning theory to enhance learning effectiveness.
  • Ensure all training programs support long-term knowledge retention, application, and organizational readiness.

Qualifications

Required Education:
- Bachelor’s degree in Human Resources, Organizational Development, Education, or a related field. A Master’s degree is preferred.

Required Experience:
- Minimum of 7-10 years of experience in learning and development, talent management, or a related field.
- Proven experience in a leadership role, managing a team of professionals in a corporate environment.
- Demonstrated success in designing and implementing effective learning and development programs.
- Experience in the real estate or property management industry is highly desirable.

- Excellent communication and interpersonal skills, with the ability to engage and collaborate with stakeholders at all levels.
- Proficiency in learning management systems (LMS) and other educational technologies.

- Strong project management skills, with the ability to manage multiple initiatives simultaneously and meet deadlines.
- Creative problem-solving skills and the ability to innovate in the development of learning solutions.
- High level of organizational skills and attention to detail.
