Position Summary:
Under the direct supervision of the Chief Operating Officer, implements, coordinates, and monitors the delivery of behavioral health clinical services to youth and their families in the agency’s outpatient clinics, community, and schools. Oversees all Youth Services and Specialty programs, including collection and reporting of data, collaboration with DBHDD and referral sources and outreach to schools and local community partners.Â

Scheduled Hours:
As the hours of operation vary among sites, the Director of Youth Services and their direct reports will be required to participate in on-call outside of standard operating hours to assist with urgent matters as needed.

Job Responsibilities and Performance Standards:
Outpatient Clinic Operations:
- Coordinates the day-to-day youth behavioral health clinical services and ensures a positive client experience.
- Aids in addressing issues related to access, triage, scheduling, referral, disciplinary actions, workflow/processes, staff coverage, and maintaining a positive team-oriented work culture.
- Provides oversight to their direct reports
- Works with specialists to ensure adequate clinical coverage via schedules, including intake blocks
- Manages issues of risk management, compliance, and complaint
- Reviews and responds to Issue Resolution forms.
- Reviews incident reports and creates corrective action plans, as needed.
- Reviews and disperses justice police reports
- Assures that clinical services are adequate, appropriate, and accessible.
- Stays knowledgeable about guidelines and requirements that regulate provision of outpatient services, including, but not limited to:Â DBHDD Utilization Guidelines, CARF, ASO requirements, DBHDD contractual obligations, CCBHC, DATEP/HFR regulations, Advantage policies and procedures, etc.
- In collaboration with directors, other coordinators, and direct reports, ensures outpatient clinics are prepared for audits
- Responds to Care Management Department regarding clinical issues that impact authorizations.
- Ensures protocols are in place to ensure access to services. Collaborates with the Chief Operating Officer and subordinate staff to address and problem solve barriers to access.
- Monitors flow of new clients into on-going services and works with their team to ensure adequate availability of groups and individual treatment based on identified need(s) of the client and the community.
- Assists the Chief Operating Officer with implementing and monitoring outpatient practices at the clinic and ensures that established protocols are being followed.
- Reviews Individual Counseling extension requests and forwards to Clinical Education department as necessary.
- In collaboration with the Outcomes and Evaluation Division, collects, monitors, and acts on data on access to services, treatment outcomes, and client experience.

- Reviews reports and adjusts processes/creates corrective action plans, as needed
- In conjunction with Advantage’s Human Resources Department, and their own team of direct reports, interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges employees.
- Defines job expectations for each direct report position and communicates those expectations clearly.
- Works with direct reports to define job expectations for clinicians and ensures that they are communicating those expectations clearly.
- Meets regularly with direct reports and documents meetings on Professional Development Logs or Team Meeting Minutes document. Ensures direct reports do the same.
- Periodically or regularly attends team staff meetings for each program as needed.
- Evaluates direct reports at least annually, and ensures their direct reports do the same.
- Follows Advantage’s policies and procedures regarding disciplinary actions, and ensures their direct reports do the same.
- Identifies training needs and coordinates trainings/education for subordinate staff, and ensures their direct reports do the same.
- Develops and maintains collaborative working relationships with referral sources and partners with other programs within and outside the agency.
- Represents Youth Clinical Services in inter- and intra-agency meetings
- Responds to community partner inquiries and requestsÂ
- Monitors and evaluates the effectiveness of services provided in the clinic.
- Ensures team is reviewing referrals and dispositions are made according to established timeframes.
- Monitors documentation of direct reports for thoroughness, accuracy, and completion within outlined timeframes to ensure that they are performing in line with agency expectations, and ensures their direct reports do the same.
- Attends conferences and training to facilitate best practices in programs and enhance relationships with community partners, as assigned.
- Ensures that best clinical practices are being utilized in the outpatient clinics.
- Collaborates with the Clinical Supervision and Education Coordinator to review curriculum/psychoeducation and facilitates implementation of evidence-based practices.
- Promotes a supportive team environment that represents the mission, vision, and values of Advantage and creates a collaborative team approach to problem-solving and planning.
- Depending on certification, may provide clinical supervision

- Develops long and short-term goals for youth programs and participates in strategic and operational planning.
- Provides continuous monitoring of DBHDD requirements, DBHDD and other contract deliverables and KPIs to ensure established procedures are utilized.
- Monitors and participates, as needed, in external program audits for all youth programs under their supervision and works with program managers and CCO to develop required Corrective Action Plans (CAPs)
- Defines target dates and delegates persons responsible for implementation of needed workflow, procedure, or operational changes.
