The City of Taylor, TX has an exciting leadership opportunity for a Director of Development Services. We are seeking a dynamic leader to guide Development Services into the future by providing management oversight of the primary functions of the Development Services department; ensuring that the department’s projects, duties, customer service, and performance goals are achieved within permitting, planning, and code enforcement.

 

Job Summary

 

The Director plays a vital role in the implementation and management of the department with responsibilities including:

  • Oversight and management of all development services related tasks, projects, applications, customers, and staff.
  • Oversight of all department staff including delegation of assignments, performance management, training, etc;
  • Research and implement best practices to achieve the goals identified in the City’s adopted development policies;
  • Develop SOP's, performance measures, track and provide regular reporting on the Department’s progress toward the implementation of adopted goals and policies including the comprehensive plan;
  • Serve as staff liaison to assigned boards and commissions including attending public meetings;
  • Manage tasks, projects, and contracts with third party firms including plan review and inspections, urban design, staff augmentation, etc;
  • Oversee the preparation of the departmental budget and monitor expenditures and funded programs;
  • Resolve customer issues; and
  • Performs other duties as assigned.

Qualifications

The Ideal Candidate 

Bachelor's degree from an accredited university or college in a related field such as building construction science, planning, geography, political science, or public administration and a minimum of 5 years progressively responsible experience in a municipal development services department. Must have prior experience with managing complex analytical and strategic projects, working on organizational change and continuous improvement projects, along with experience in all aspects of City development processes. A Master's degree and Certified Building Official or American Institute of Certified Planners certification is preferred.

 

Knowledge of:

  • Texas laws and municipal development ordinances and processes related to: zoning, platting, site development, building permitting, building inspections and code enforcement.
  • Community development principles and best practices.
  • Customer service principles and best practices.

 

Ability to:

  • Collect, analyze, interpret, and report data;
  • Write clear and concise reports;
  • Communicate effectively, work effectively with developers, property owners, engineers, architects, general contractors, sub-contractors, other city staff, personnel in other governmental agencies, as well as members of the public;
  • Effective small group presentations;
  • Read and interpret plats, building plans and codes, site plans, blue-lines, etc;
  • Read and comprehend ordinances, laws, and other miscellaneous policies and regulations.
  • Manage multiple complex analytical and strategic projects in a timely manner.
  • Maintain superior customer service.
  • Establish and maintain positive relationships with co-workers, citizens, volunteers, land owners, developers, contractors, tradespersons, etc.;
  • Performance requires significant team work.

  • Measure performance of assigned staff.

Compensation: Competitive Salary, dependent upon qualifications

Retirement: Texas Municipal Retirement System (TMRS) with a 7% mandatory employee contribution and 2:1 employer match. Five-year vesting. Retirement eligibility at 20 years of service or age 60 with 5 years of service
