JOB TITLE: CITY ENGINEER

PUBLIC WORKS - ADMINISTRATION DIVISION

 

 

 GENERAL STATEMENT OF JOB

 

Under limited supervision, performs administrative and engineering functions in directing the City's engineering programs and projects. Work involves responsibility for planning, designing, directing, and coordinating engineering projects. Work involves supervising and monitoring the technical and engineering support staff in waterways, civil, traffic, stormwater, and environmental work for the city. Work also involves the review of private development and design of projects within the city limits. Considerable independent judgment and initiative are required in carrying out program objectives within the framework of engineering, administrative principles and practices, and established policies and regulations. Considerable tact and courtesy are required in frequent contacts with contractors, department heads, and the general public. Reports to the Public Works Director.

 

 

SPECIFIC DUTIES AND RESPONSIBILITIES

 

ESSENTIAL JOB FUNCTIONS

 

  • Provides administrative and engineering guidance to staff in Public Works and provides guidance to division supervisors concerning planning, scheduling, procurement, personnel and related administrative matters.

 

  • Plans, designs, directs, and coordinates the preparation of plans/drawings, specifications, and contracts for the construction of streets, sidewalks, storm drainage projects, waterway management systems, and other public facilities. Plans and directs the permitting process for various projects.

 

  • Assures that proper planning, supervision and scheduling governs the activities of department to include field operations, beautification, building maintenance, vehicle maintenance, waterways and traffic engineering; oversees preparation and is responsible for submitting budgets for Public Works and Traffic Engineering.

 

  • Provide technical leadership and mentorship to engineering staff holding an Engineering Intern (EI) license, to support their professional growth toward licensure and independent practice.

 

 

  • Performs budgetary and planning functions for both internal and external projects; ensures budgetary dollars are available for approved projects and that funds are being expended according to project requirements.

 

  • Plans, directs, and coordinates the inspection of construction projects to ensure compliance with plan specifications and local codes and ordinances.

 

  • Reviews and/or directs the review of plats, plans, and cost estimates and specifications for development.

 

 
  • Attends and coordinates meetings with area developers to discuss local code and regulatory changes and amendments.

 

  • Serves as liaison between the city and appropriate County, State, and Federal agencies by providing information in person and by written communication with regard to city projects and requirements.

 

  • Provides comments to vacating easement or right-of-way and variance requests; provides justifications and defends the City's position in public meetings.

 

  • Attends City Commission, Waterways Advisory Board, Planning Board, Board of Adjustment, and Code Enforcement Board meetings as instructed to provide information concerning City projects, policies, and standards concerning the engineering division.

Performs other related work as required.

Qualifications

MINIMUM TRAINING AND EXPERIENCE

 

Bachelor's degree in civil engineering field from an accredited college or university and 3 to 5 years of experience in civil engineering at the management level, or related field; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

 

 

SPECIAL REQUIREMENTS

 

Possession of Professional Engineer Registration from the State of Florida. Must have and maintain a valid Florida driver's license.

 

 MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

 TO PERFORM ESSENTIAL JOB FUNCTIONS

 

Physical Requirements: Must be physically able to operate a variety of machinery and equipment including computers, copiers, calculators, facsimile machines, two-way radios, drafting instruments, survey equipment, etc. Must be physically able to operate a motor vehicle.  Must be able to exert up to 75 pounds of force occasionally, up to 20 pounds of force frequently, and or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Light to Medium Work.
