Description

The mission of the Port Gamble S’Klallam Tribe’s Child Support Case Manager is to enhance the quality of life of Tribal children and families through the delivery of excellent case management services.  This position focuses on ensuring that parents are financially responsible for their children and that when both parents support their children, the child knows their parent’s care. This position operates under the direct supervision of the Child Support Program Manager (“Program Manager”), the guidance of the Lead Child Support Case Manager if applicable, and Children and Families Director “Director”, and in cooperation with other Tribal staff. 

 

Duties Include:

Case Management Services: Provides case management services to families in the Child Support Program’s case load. Review cases to determine necessary steps to establish paternity, establish and modify child support orders, collect current and past due child support, enforce court orders, and locate an absent parent.

  • Interprets and enforces child suppot laws of the Port Gamble S’Klallam Tribe with the direction of the attorney and program manager.
  • File petition and motion needed to establish, modify, review, and/or enforce child support orders.
  • Assist clients to fill out application, petition, and motion for court.
  • Prepare recommendations and orders for court according to the code, policies, and procedures of the Program.
  • Calculate obligation based on schedule and guidelines and/or assists clients to reach agreements regarding child support amount.
  • Participate in team staffing of cases with attorney and Program Manager.
  • Attend monthly court hearings as representative of the Program 1-2 days per month.
  • Attend the Elders’ panel as a representative of the Program.
  • Track and manages timeframes for each cases in the caseload.
  • Search for parents using tribal, state, and federal resources.
  • Track past due amounts and determines whether to initiate enforcement action.
  • Initiate, refer, and collaborate shared cases with states and other tribes.
  • Maintain and enter case information, notes, other data in the database.
  • Determine and take necessary action to close cases.
  • Reconcile and update client payment histories in absence of the collection/outreach specialist.
  • Process payments in absence of the collection/outreach specialist.
  • Enter and set up cases in the database in the absence of the collection/outreach specialist.
  • Provides training to other child support staff in the absence of the program manager
  • Preserves confidentiality.
  • Reporting is mandatory for tribal employees and

contractors with the tribe who perform services to the community in the

areas of education, health and human services, law enforcement and

members of the clergy.

  • Other duties as assigned.

 

Reporting:  Assist the Program Manager as needed in preparing quarterly and yearly reports required by the Office of Child Support Services and Tribal Council.

 

Meetings:  Attends and participates in various meetings whose goals directly or indirectly relate to the Port Gamble S'Klallam Child Support Program, Children and Family Services, tribal, state, federal partners, and other programs.

 

Personal Contacts: Maintains regular contacts of a positive nature with clients, staff, community members, Children and Families committee, Indian Child Welfare, Family Assistance (TANF), Court, Natural Resources, Accounting, tribal, state, federal staff, and other programs.

 

Abilities:

  • To listen, observe, communicate, interview, understand, confront, and engage in problem solving and conflict resolution with adults.
  • To effectively present material to the Court, community programs, and the Federal, State and Tribal Child Support Program in written and oral form.
  • To understand and interpret tribal, state, and federal child support laws.
  • Apply investigative techniques related to establishing and enforcing support orders.
  • To manage and prioritize cases in an efficient and effective manner.
  • To be able to remain calm and diffuse tense situations and remain impartial.

 

Qualifications:

Education:  Bachelor’s degree is required in social work or related fields, or actively in school and pursuing a bachelor’s degree in social work or related fields.  

Experience: Minimum of 2 years’ experience in social work or working with families or children. Experience working within the S’Klallam community or other Native community strongly desired.

Computer Skills: Basic computer skills are required, as well as the ability to learn spreadsheet and other software programs such as word, excel, access, and adobe acrobat.

Math Ability: Ability to calculate figures and math such as basic math, percentages, fractions, and basic algebra.

License: Valid Washington State Drivers License

S’Klallam or Indian preference

 

Travel Requirements:

  • Local, statewide, and out of state travel may be required approximately four times per year.

 

Physical Requirements:

  • Regularly required to finger, handle, reach with hands and arms
  • Frequently required to walk, sit, and stand
  • Occasionally required to lift and/or move up to 25 pounds
  • Normal audio and visual acuity

 

 

 

Remote Work:

This position may be eligible for remote work. The schedule must be discussed with and approved by the Program Manager and Director according to the Tribe’s Remote Work Policy. The following may apply and is subject to change depending on the role and needs of the Program:

  • Routine remote work of up to one day per week,
  • Situational remote work as needed,
  • Alternative scheduling outside of the Tribal Office Hours.
