Title 31 Compliance Officer

SUMMARY:   The Title 31 Compliance Officer Conducts audits of all aspects of Title 31 reporting on a regular basis to comply with the Internal Control standards of the Black Hawk and Sac and Fox Nation Casino. Ensures Title 31 compliance with the Internal Revenue Service. All findings will be reported to the Internal Audit/Compliance Manager. 

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following is a list of the main duties/responsibilities. Other duties may be assigned as deemed necessary by your supervisor/manager.

1. Communicate findings and recommendations to the management team; translate findings into actionable recommendations that lead to business growth.
2. Issuing, tracking and filing reports timely and accurately.
3. Conducts audits of daily information to ensure compliance with Title 31 including Internal Revenue Service reporting and ensures Title 31 CTRC’s are filed with the IRS within 15 days according to federal law
4. Trains and tests all operating staff on an ongoing basis regarding Title 31 compliance, IRS transactions, and how to apply it to their positions.  
5. Ensures SARs are filed within 30 days in accordance with the Bank Secrecy Act.
6. Ability to work cooperatively with all departments
7. Ability to manage extensive amounts of paperwork
8. Conducts investigations of reported non-compliance instances as deemed necessary; ensures corrective action has taken place.
9. Informs the General Manager, as well as department managers when appropriate, on instances of non-compliance in any department and assists in correcting such instances in a timely manner.
10. Responsible for developing and conducting the regulatory compliance orientation for new and existing executive team members, to include Title 31 training.
11. Required to have good interpersonal skills and the ability to communicate effectively with government agencies, organizations and all levels of management.

            There are no supervisory responsibilities for this position

MINIMUM QUALIFICATIONS FOR CONSIDERATION

• High school diploma or GED required; an Associate’s degree in business, finance, accounting or related field is preferred.
• Working knowledge of the Gaming Industry and the laws and regulations governing gaming operations
• 2 years’ experience in the Gaming or Banking Industry dealing directly with Title 31
• Previous training and presentation experience preferred
• Casino Accounting or 3 years experience in an accounting or audit position
• Strong computer skills with experience in word processing, databases, and spreadsheets (ability to demonstrate proficiency)
• Strong organizational skills
• Excellent written communication skills
• Excellent verbal and interpersonal communication skills
• Accurate and detail-oriented
• Customer service, interpersonal and teamwork skills necessary to maintain quality service delivery
• Advanced proficiency in Microsoft Excel, Word and Outlook is essential
• Ability to obtain a Sac and Fox Nation Gaming License

LANGUAGE SKILLS:

Ability to read, analyze, and interpret the most complex of documents, such as procedure manuals, financial reports and legal documents.  Some analytical ability is required in order to summarize data for reports and find solutions to various administrative problems. The Title 31 Compliance Officer will be responsible for writing routine reports and correspondence.

MATHEMATICAL SKILLS:

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals and work with mathematical concepts. Ability to prepare and interpret graphs.

REASONING ABILITY:

Ability to apply common sense reasoning to a variety of situations.
